Attack in the Lady's Ward

I was contacted last night by Guvner Tess A'liceafae.  Altair was attacked outside the home of Guvner Tess by a lich known as The Grey Vizier.  He is currently healing his wounds but this matter must be investigated, I cannot stress this enough.

It seems that Factotum Argent of the Sign of One is the original target.  The Grey Vizier seemingly came to Sir Altair for information about Sir Argents whereabouts or something similar and when he choose not to comply he was attacked and left for dead.  From preliminary information I gained, it seems that Factotum Argent is involved with something that invoked the ire of the Athar, as I was told that someone in the Athar faction ordered the apparent death of Sir Argent.

The information is very new and is not in depth.  I request a Harmonium to investigate this attack and the circumstances that instigated it as well. 

Also, since Factotum Argent is the original target, i also request a small detachment to watch over the home of Factotum Argent and possibly have a couple of uniformed officers follow Sir Argent until this matter is settled. 

This case is open to anyone that wishes to investigate and I will lend any aid that I can.

Namer Vlcitus Greyforge reads over the document. Though he is quite new, this seems like the type of investigation that would be a good way to get his feet wet, so to speak. He decides to sign up as someone to accompany someone of higher rank.

I am Move Chari and I will be assisting you in this investigation.  The warrant for the arrest of The Grey Vizier has been issued.  You will be the lead Harmonium Investigator and I will provide any aid you may need to help you settle this matter quickly and efficiently.  I have collected some preliminary information that I will share with you once we meet. 

Once again, this is your investigation, I will provide support in this matter.

A document arrives at the Barracks with the Fraternity of Order's seal upon it. It contains a statement regarding the incident listed above with the correlating information from the Indep known as Altair.

In addition is documentation referring to a second incident in the Clerks Ward. Witnesses to include are Altair himself, The Signer Argent, and the Red Wizard Miranda Illdesserin, Tia, and Rexxer Killgore.

Altair, Argent, Miranda Illdesserin, and Tia went to an apartment to discuss a few business matters. Shortly after arriving they noticed the building had begun to shake. Illdesserin had gone down stairs to inspect the disturbance and saw the lich Karoamut mimut, otherwise known as the Gray Vizier. At the time the Karoamut mimut was surrounded by several armed undead individuals under Karoamut mimut's control.

Illdesserin claims to have had no dialog with Karoamut mimut and returned to the apartment once she saw the gathering of undead. The four of them left through an open window in the apartment and retreated to Illdesserin's tower in the Lady's Ward.

At some point, Karoamut mimut had spoken with Killgore regard issues with Altair and Argent. Claiming the two were attempting to revive an evil deity. Further more that Signer Argent was possessed by said deity as a means of revival.

Killgore sought out A8 Grail on the matter after the others had escaped through the open window and retreated to the mage's tower. After searching over the wards and being given the names of those involved, Administrator Grail thought to check the tower to gather more information from Illdesserin. There he discovered not only Illdesserin, but the others involved as well.

In addition to the charges of assault from multiple assailants under the instruction of Karoamut mimut upon Altair, the Fraternity of Order suggests charges of harassment and stalking on the Signer Argent be filed as well.

A message arrives at the Barracks, bearing the Mercykillers seal.

To whom it concerns,

A member of the Free League by the name Tiameth came to the Prison earlier today, offering information concerning the whereabouts of the lich known as the Gray Vizier.

According to her, the lich has been seen frequenting Undersigil. Specifically coming to and from the portal to Nielfhiem, from where he returns with  a host of undead. I know that the Harmonium are already aware of the attack itself, but wanted to relay the lead on its source in case such was not yet considered.

Justice and Harmony prevail.

To whom it concerns,

The Athar fugative known as the Gray Vizier- along with a hezrou demon known as Goreclaw the Render- attacked my residence in the Clerks Ward in their effort to reach the Signer they have been hunting.

The warband was beaten back, but we were unable to capture them.

I'm hereby requesting the Harmonium put out an arrest warrant for the demon as well. I would also like to speak with the officer in charge of this investigation as soon as possible.

To recap the entire case. This matter has started from well before current more aggressive approach by the Gray Vizier. My discussion with Argent has lead me to believe that there was friction even before the current attacks. The Gray Viziers side is persistent in their belief that Argent is in possession of pieces which are a "key to resurrect the three sons of Somnos, the god of sleep." these pieces are held in the amulet on Argents neck, last I witnessed. Their messenger implored that we'd not wish to see it happen and refered to the memory of Plane of Salt.

Argents story is different however and they have maintained an adamant perspective of being far less dangerous. However Argent did confirm the pieces prospects.

Regardless there has been several attacks conducted by the Gray Vizier, and only recently joined by the hezrou known as Goreclaw. The more comprehensive list of charges against the Gray Vizier at the moment:

Charges against the Goreclaw so far is:

The attacks are occurring at an unacceptable rate. Greater measures are required to be taken by the Harmonium to fight this public menace. I am not in a position of power to make the call, but here are my suggestions for the course of action.

Protective Custody

Argents can no longer allowed to be walking freely and further incentivize public attacks against outsiders. All attacks by the Gray Vizier has been to try to find Argent. They must be given no choice in the matter, they either comply to act as a designated bait, or they agree to publicly known protective custody. This may either deter the Gray Vizier or attempt to utilize blackmail or extortion in an attempt to pressure the Argent to come out of hiding. However it needs to be made known that Argent has no freedom of choice in this matter, too many outsiders have been put at harms way.

There should also be a greater evaluation upon the dangers of their current research and determine whether it is legal. Even if found to be true, the Gray Viziers actions should not be condoned and they should still be arrested, their failure to comply by the laws is criminal whether or not it was for the "right cause".

Tighter Regulations of Gathered Undead

Large numbers of combat equipped undead should temporarily be required to be dispersed unless they traverse the streets of the Hive. Almost all attacks have been by a large number of undeads, if we force larger numbers of undead to disperse, their capability to launch reckless attacks will be diminished. Allowing them to traverse freely in the Hive is an undirect notion to not get the Dustmen involved in this matter.

Arrests Upon Associations

Greater effort needs to be taken to punish those who are willingly associated with the criminal Gray Vizier. They are gathering more willing allies, and these allies will need to learn that there are consequences to their reckless support of illegal behavior. Detriment their future endeavor to gathering allies by making it seem ever less appealing due to risks involved.

This is Measure Bain.  The fugitive "The Grey Vizier" assaulted Altair of the Indeps and turned him into stone.  He was carried away by a hezrou and both fled to the Hive Ward where they got sanctuary at a business called Nokomis Meats. 

I need a search warrant for that establishment ASAP.  I will also need arrest warrants for the white haired woman, who flashed her fangs, that blocked our attempt at detaining the fugitive.

Still taking it easy from her recent trip to shadow and meandering about the courts just to be as annoying as she can, Tess catches wind and rushes to make as many copies of the letter as possible via ameneusis and sends unseen servants to rush the letter to every office, every person, in hopes of expediting the process.

She's temped to sign a search and detain warrant on her own, even if it would cost her her position.
