A letter is sent to the faction heads, as well to Measures and Move. It is sent via the Harmonium Internal Affairs Division runners

After looking into the issues brought up by Namer Junathroxus (a small summary of his report), the internal investigation clears Notary 1 Nica of any wrong doings.  Namer Junathroxus was not privy to all of the information guiding the decisions of Notary Nica nor Factor Tonat Shar. during the event in question. 

Both are cleared of any potential wrongdoings and improprieties.
