It has come to my attention that golems of many kind have become an increasing security risk around the Sigil. A single golem may even wield powers unmatched by a regular patrol. These golems do not fear retribution, or incarceration which are most common tools for the Harmonium to ensure the absence of combat in their encounters, hostile or not. This poses a massive risk to all Harmonium patrols as the numbers of golems are only increasing lately. The golems listen to no laws, only their owners.
I believe there should be actions taken to better regulate the golem ownership, higher penalties upon golems utilized unlawfully and/or greater requirements for licenses to public golem creation as to ensure that illegal golem business that poses a threat to us all in long term, can be dealt with before it becomes unmanageable.
