Zephyr Swiftblade leaves three heavy stacks of paper on the factotums desk.
"Sir i highly suggest placeing an immediate notice to the Guvners for a bounty of arrest for the tiefling known as Tyria. In these three reports here you will find three reports of the tieflings attempt to physical eat and devour one of the mercy killers, as you can see by each report all three people state the same chance of events and claim the tiefling is both pregnant and possesed, she is a danger to the people of this city and needs to be arrested immediatly. I also suggest a warrent for the arrest of the drow known as Salistra, for while she did not partake of the assault on the mercykiller she did help lure the red blade to an isolated location specifically for the tielfings consumption, thats assisted attempts at murder".
The three reports are statements, word for word from the one known as Phantom, The mercykiller Lily and the drow Salistra. All three reports confirm the drow helped lure the redblade away for the tieflings consumption, all three confirm phantoms intervention to rescure the halfling and the subsequent escape of the tiefling and the drow through a portal to the abyss.

*Boot heels click loudly as Kierisen strides into the Harmonium headquarters. It's clear to anyone with half a brain that she is furious. She raps the desk of the officer on duty.*
"Salhistra and Tyria were reported recently for assault and attempted murder, what's been done about it? I've seen nothing come through the works at the prison, no sentence, no judgement."
*She leans in close*
"I do not appreciate someone putting their hands on what's mine, and I've seen no recompense, nor has Lily. Tyria said nothing happened...to the woman that tried to eat a Mercykiller!?"
*she steps back, crossing her arms and waiting for the on-duty guard to find the proper paperwork*

Elsewhere Mover Kileen Caine sighs, more hypocricy, idiocity and idleness to deal with. He adjusted his paperwork as he filed up the report and took a deep breathe. Several days they'd looked on this case and there was but one simple problem:
This Tyria, was annoyingly clever.
He grit his teeth in anger, he hated clever criminals, especially the ones that knew how to take advantage of the rules. If it was up to him, there'd be no compramise but Sarin and Tonat Shar reminded him the simple fact: Few laws were broken. She had already been arrested, they had already let her off. Cases were not permitted to be backtracked.
He narrowed his eyes. They would if he had anything to say about it. But he didnt right now, in some ways he wished Shar was still unconsious or dead, and Sarin was still away. Both were just interfering with making the right thing happen.
For now, all he could do was the simplest and perhaps regreatful thing he could do, file an appology.
First, he replied to the Notary:
"This case has become more complex than it needs to be Notary. For the time being there is no crime commited as we have already arrested this figure once and cannot use past-crimes as a means to legitimatley arrest her. Any future crimes she commits is another matter all together but for now you are to do "nothing" untill a crime Within, the city, has been commited.
Understand that this... harlot, of a woman is clever. The reports suggest she has been taking her victims outside the city. The laws of the Harmonium do not apply beyond a certain barrier."
He paused... musing his own words... they dont, do they? He grinned.
"Follow her closley the next time she commites an offence. You are to do what ever it takes to bring her down Notary, the moment she leaves the walls of the city for the planes, or leaves for undercity, you are to use lethal force if necessary to... perform divine retribution.
As for the Drow, I have reason to believe she is elsewhere for now. You were told to have already delt with her through questioning. Thus I must ask you to refraim from persuing her untill a crime is commited that re-opens a seperate case.
You have your orders..."
Now for the Red Death.
"We do not take kindly to threats from our allies. We are the power here and I expect you to remember that. However, you must understand patience is a virtue in this delicate matter. We cannot give face untill there is new evidence.
The damage is done Red Death. We cannot send Harmonium after a criminal that has already been arrested and tried. She has already been cautioned and the Drow questioned for involvement. We cannot interfere any further untill the two are seen commiting unlawful offences. Not before.
You, will also remember that in your regard. You are not the law here, simply the enforcer of it if we should desire your need. You are the executioner, you wait for criminals to come to you, you do not go after them yourself.
Untill a warrent is issued to allow you to legitimatley claim their bounty, you will remain stationed and patient. The Harmonium will handle this in the good interests of alliances but you will not interfere.
That is final."

"I understand. Tell your officer that there was no threat to the Harmonium, real or implied. My grievance is with those that tried, and succeeded in vandalizing my property. I'm afraid the laws were unclear in the regard of damaging other people's property, but I will await my orders. Perhaps in the future, new mercykillers should be instructed in which laws they are no longer protected by, or if people's property is even protected at all in Sigil, and what recompense they can expect if someone damages it, or attempts to steal it. More knowledge is always better than less."

Seeking many opportunities for this as much as he has a bad view of tyria and what she's done the law si the law and since she is being given a trial and she is being threatened she is entitlted to the laws protection as well. As he is more thenb likely the more active advenutring notary on the street he steps up for the responsability.
