Enough is enough! This city is spiraling out of control, the Harmony is being peeled away in great chunks and something needs to be done!. The time has come to put our feet down, they call us hardheads, and lobsters...they want to see how stubborn and how unyielding we can be? Then lets show them!. My proposal is simple in theory but will be tough to execute and will likely have conflict involved, be if thats what it takes to restore harmony to Sigil then by the nine hells i am willing to lead the way!.

Step one: Several prominant factors that constantly speak out and work openly against our attempt to Harmonise Sigil need to be dealt with. These individuals go by the name Nienna, Chardon, Veylandamar, and a woman known as Licca, there are more people I have identified but I do not know their tags. In order to start the grand Harmonization i will need arrest warrants for the above listed names. These people are powerful individuals with resources and financial influence as well, so i suggest when we administer the arrest warrants we issue warrents to terminate their mercantile licenses as well, this is in an attempt to snuff out any potential financial support to the independant league and of course any potential funding of the Revolutionary League. The purpose of arresting these individuals is to interrogate them and glean information that may link them to the Revolutionary League or any other hidden group that may threaten the harmony of Sigil.

Step Two: The Hive...yes thats right I am bringing up the hive. Our patrols have not gone there in force because of the staggering lack of respect and support our forces have, they believe we have abandoned them...well we have not!. Our records indicate many spots within the hive that may or may not hold meeting spots for people or groups whos goal is the destablization of Sigils Harmony, if given the authority and resources I plan on securing the hive and performing a rapid door to door sweep to detain any and all individuals on our watch list, after which I plain on reestablishing patrols routes in the hive.

Step Three:The Slags. Simply put, the slags need to be cleared as well..I know all manner of unnatural creatures and fiends keep finding their way there, but if we can set up hourly or bi-hourly sweeps through the slags to keep the dangers thin then it will show the people that we do care and we are stepping up and taking responsability!.

I know I've only been promoted to my new rank recently, but I am on the streets every day for many hours a day, I see where the Harmony is fracturing, when I went through the training to join the Harmonium, I was told "Harmony At All Costs" well its time to take a major step forward with that oath in mind, the indeps and anarcists want war, well then its war they will have.

I understand if this is approved it will take time to muster, warrants need to be secured, names identified and confirmed but enough is enough, its time we make a stand. I have been crunching some numbers and conservativly we can execute the above steps with a small amount of squads, but given the fact that conflict will arise I do highly recommend a show of force, anywhere from a hundred to two hundred soldiers organized into squads assigned to the sectors in the maps I have detailed and provided with this letter, I also highly recommend we call what capable magic using soldiers we can, many of the targets involved in these sweeps are dangerous individuals with magical resources at their disposal, the lich merchant Chardon springs to mind as one of the most dangerous.

My requisition/supply/outfitting/execution stratagy recommendations are as follows.

*A well though out list of supplies follows, from the one to two hundred soldiers, their recommended field kits, items for any spell casting soldiers, magical protections for the non spell casting soldiers such as mind blanks and true sights, food, ammo, torches...the whole nine yards. Also included are maps of each ward in question with very detailed drawings of central streets to be blockaded, buildings to be swept and cleared...etc etc. It is clear Christopher Cryptbane has given this ALOT of thought, and is entirely serious about his recommendation for this plan to be put into action.

Commanders, you have drilled into all of our brains, "Harmony at all costs" the above list is but a small drop in our coffers, I have laid out the material costs and the man power costs and what ever other resources it may deplete. This is what it will take to show Sigil that Harmony is possible and we WILL obtain, and maintain it.

Early yesterday a radical suggestion was made by one of our newer Measures and this letter here is to address the issue. First of all I, Zolk Numtee, am going to be the person to contact of follow up answers and concerns either in person or in written form.

The issues brought out are enthusiastic and idealistic matters that rare few of us can disagree with, however it is to be remembered that our stay within the city of Sigil while unfortunate is not as simple as back in Arcadia, we are stuck with politics of other factions and her Serenitys degree. This reflects especially to the matters of the Hive and the Slags; Sigil is a vast city and it takes a large amount of resources to maintain safety of existing locales, a suggestion of borderline invasion of the Hive Ward requires not just a couple squads, but a large scale movement to perform longlasting effect.

Alas such movement requires additional forces to be brought out and we have to consider how such action is perceived by our "host" or the other factions. Ambitious and Harmony as it is, to act rashly with sheer force would be an error we'd pay dearly for. The recent disturbance surrounding the indeps also may escalate to greater issue if such actions are taken in haste and leave us fighting in multiple fronts. As has been suggested by the initial letter itself, there is already major disturbance occurring around the Sigil and it may be wiser to re-strengthen our hold of existing positions before over-extending our resources.

If Hive Ward or the Slags are to be later on brought to decent quality through peace, it may be best to perform it by gradually extending borders of more worthy wards to replace the slums of the low-lives that resides among these wretched hostile lands. But we will not send possibly thousands to their deaths in-vain.

As for the individuals whom have shown disdain and scorn to the Harmonium cause, despite their blindness to truth unless they have performed illegal activities they are not to be detained. We do not need further violence by provocation, however neither are we to shut our eyes to potential threats. An investigation is to be launched to see their store inventories, whom they trade with and whether or not they have ties to the Anarchists, if they are found supplying or assisting such cause they will be liable for arrest. Peaceful demonstrations are allowed, but civil unrest pack leaders may be detained. We will not have a riot or a war in our streets and we will bring order through the protocol.
