A note is sent to ranking Measures within the Harmonium

Greetings comrades,

As you no doubt know, there has been a rash of recent attacks against the Harmonium in the Hive Ward.  I do not believe that these sniping incidents are the work of Phoenix but another rogue within the Hive Ward and as such, i have collected all of the information that i can to track their whereabouts.  Recently, one of my liaisons have given me information in the location of the party responsible.

This is my request for your presence so we can take down another Anarchist cell. Choose one or two within the ranks and meet with me near the entrance of the Hive at 20:00 hours so i can explain the situation before we proceed with force.
