A runner from the Mercykiller prison arrives at the Barracks, and delivers a letter addressed to Factol Sarin's office. The words "CONFIDENTIAL" are emblazoned on the envelop. The runner is quite clear with his instructions; the letter is for the Factol's eyes alone.

Factol Sarin,

A matter is underway which concerns the political dealings of the city at large. A matter which the Red Death, and our mutual allies in the Fraternity of Order, believe may be of benefit not just to the Triad of Law, but to the city and our collective influence in the planes. With this noted, understand that it is not a matter that anyone has taken or considered lightly.

An ambassador from Dis approached the Faction, first in the latter months of last year, and then again some two weeks ago. Among several proposals (many of which we as a Faction declined), they inquired as to the possibility of establishing an official Baatorian embassy here in Sigil.

It is the belief of the Mercykillers that this may be of benefit to the city, for several reasons. Chief among them is accountability. As things stand, the city is filled with agents of Baator, who answer to none except their lords seated in distant realms. We do not, at present, have a consistent record of their whereabouts, nor any clear line of communication to find or reign them in when the law deems fit. An embassy, in this case, presents a clear hierarchy through which we can track and, if necessary, limit their actions.
Furthermore, it gives the Triad as a whole a singular point from which to handle future dealings with the Nine Hells. As it stands, every investigation or other case that involves Hell requires far too much improvisation on the part of all Triad agents; they must independently discern not just the concerned layer, but also the specific devils involved. This places a burden on each officer, be they Mercykiller or Harmonium, that could be mitigated by having a center of communication. An official channel through which Baator as a whole may be addressed.

The third, and perhaps less specifically law related consideration, is that of the Temple of the Abyss. As you are aware, we have a seemingly unending situation in which the power of the Abyss is blatantly allowed to infect our city through their safe haven. Though we in the Triad, I feel, do an admirable job of countering this poison, the fact remains that their influence has yet to be countered in equal measure. It is our belief then, that the presence of additional organizations that support the rule of law will only serve to assist our collective cause. The presence of Baatorian’s in Sigil, with a formalized base equal to their own, might give the temple of the pits more pause in their endless endeavor to act against the rule of order in the ring.

With these points in mind, the Mercykiller’s intend to move forward with a motion in the Hall of Speakers. We intend to support the establishment of this embassy, and it is our understanding that the Fraternity of Order, as well as the Fated, will also do the same. We hope then, that the Harmonium, whom we have long respected as our closest allies in the war against chaos, will likewise join us in this endeavor.
