One foot in, one foot out, Namer Steel-leaf (or Kregorothax, depending on the paperwork.) had a badge, but it was a namer badge and they doubted they counted as a notary yet. At least, the harmonium in sigil didn't seem to consider local recruits to be true harmonium unless given a reason. After the events near hive ward, they had a little reason, depending on ones definition of "little" and "reason". Related events seemed to provoke a bit more activity from Steel-leaf as they started seeking out and interviewing measures of specifically sigilian interest.
The chant says they had evidence collected along with a much more sizable collection of paranoia about their nominal faction. They might be looking to turn over what they had and knew, or they might not have even made that conclusion for sure yet.
Upon finding the right person, they would offer up a selection of badges belonging to the distant factions of red sigil and books on the subject of it and the blinks..
