In the course of your duty you may encounter a tiefling named Rannia in the Bazzar.  In the current climate with the looming threat of The Far Realm it would be easy to jump to the conclusion she is a threat.  However after having her arrested and questioned we have discerned she is not.  The tiefling is not to be arrested unless witnessed or reported having broken the law
