There were several references to Anarchists, whose names are written in the transcript. Also, the bodyguards threatened to murder various citizens that insulted them or Shemeshka; in particular a human named Alexander threatened the halfling Bridget, and a dwarf with an unknown name threatened the human Gabriel."
"In Appendix C, I have written down some details of a supposed 'permit' to carry weapons unsheathed in public, contrary to Sigilian law and Harmonium policy. The magical seals and the permit appeared valid when I was shown the permits after ordering them to sheathe their weapons. I will be contacting the Fraternity of Order to verify the validity of the permits which I suspect to be forgeries."

Good work for the prompt report, you continue to be an outstanding ear and exemplary represenitive of the Harmonium. You are correct that that brandishing weapons of any sort is disallowed by city ordinance unless in the case of self defense, even then we prefer if the Harmonium are approached first, any permit presented indicating other wise is to be considered nothing more then a clever forgery, the individual is to be detained for questioning and the forgery is to be presented to the Fraturnity of order and the ranking Harmonium officer on duty.
I want you to track down the individuals involved and issue them a summons to the barracks for further questioning, inform them if they do not make an appearance of their own free will within a cycle of you issuing the summons then they will be detained the hard way if nessicary, you are to discuss nothing about your report or your suspcions with them, you are simply to deliver a message".
