With Cadaveus pronounced dead after elf seen slip away it was initially considered individual case, but soon reports of not one, but two Fraternity high-ups being killed nearly simultaneously, and they all had been tied only by single case it was evident message to the Harmonium. Hildmor d'Kridis.

A closed meeting was called forth by the Factol that consisted of most of the highest ranked Harmonium members. After the meeting ended a single word came out of Factol. War. The Harmonium had chosen that this time they had gone too far to ignore, it was time for war.

"We gave them a chance to walk away, but it would seem they have in their foolish perception thought that they could stand against the full might of Harmonium or the Fraternity of Order, they will surely be proved wrong. We will negotiate no longer, we will hear them no longer. They brought it upon to themselves, we will ensure this plague will be eradicated from the face of Sigil and from the face of the planes.

Hereby Hildmor d'Kridis will be publicly announced wanted alive or dead along with his trapped soul for the whole sum of two hundred thousand jink. Every member of Cartel and Syndicate will be wanted alive if possible, or dead for two thousand jink each. Make no mistake. We did not start this war, they attacked us first and now we will respond! They can surrender or face their judgement.

Mover one Fiodrel, take five squads of task forces to find and hunt down any Cartel and Syndicate members from planes, use any means necessary. Mover three Kleivous, you will be given one hundred notaries to go clean up the Under Sigil from this pest. Inform Killeen Caine, we want this corpse of Hildmor to be scryed to find him or his cloning facility. Mover one Deccarus, take a squad and destroy the foundations below it and let it be the new ground monument to mark what happens to those whom wage war against Harmonium."

That explains their readyness for war. Second is that couple last times they had made lawsuits against Cartel, Syndicate and Hildmor, they won both. Each time penalty got higher, but still did they persist performing such actions against law, peace, harmony and Harmonium that the next step had to come thus war.

Now proofs how this is easily deducted. Nobody else was targetted, sure couple guards died, but hey... they were 'guarding a specific person' rather than being bystanders in random explosion that could be blamed to Anarchists. They all happened simultaneously and only thing connecting each person was single case tied to single person whom happens to have reputation for doing such.

This combined with happening so soon after trial had occurred... there was really no other conclusion that could be reached to. So if something can be said... biggest mistakes were:
1) Simultaneousity... it's a clue they're all tied together.
2) No collateral damage (other than guards of prime victim)... obviously targeted.
3) So soon... "vengeance is best served cold" as goes the saying. ))

The Blue Dragon, Notary Suzerain Daudhir, is seen around the Bazaar. His normally polite manners in this case have turned to borderline tyrannical, openly proclaiming to members of the Bazaar that they are to come fourth if they know of anyone or anything involving the Cartel. Defending the Cartel, acting against the Harmonium in any way, he has stated, will be treated as an opposition and thus they will be dealt with as either prisoners, or prisoners of war, as Harmonium officers see fit.

If people come forward with information, there is potential reward involved (offered from himself) if the information/bounty is good. Cartel Members are offered to turn themselves in on a chance that they may earn themselves amnesty.

Mover four Jhaenus Korreth holds a speech to the Harmonium after update in the situation. "Alright listen up! All posters, signs that informs about the war are to be replaced with new ones that explicitly explains that war against Syndicate is revoked. War against Cartel still continues.

The members of Syndicate removed any allegiances to Cartel, but will still be monitored. We expect full compliance on their behalf to hunt and catch Cartel. We will create supply block to Under Sigil, all suppliers will be strictly monitored by the Harmonium to ensure that excess quantities or shady purchases will be impossible. Cartel may have fled their headquarters, but they will not be given chance to linger in Sigil.

Contact all of their trading partners, especially those in Under Sigil and keep an eye out. I want undercover members to monitor the traffic in Under Sigil and Sigil, especially all the most important trading partners of Cartel. All the known trading routes and portals to planes of known affiliation are to be observed.

We confiscated a book that had debts of Hildmor d'Kridis listed, we will ensure that they will get monitored as well. Names of them all will be listed in public to ensure that all citizen will know whom may be affiliated with Cartel.

Understand that we do not need to find them immediatelly, we only need to ensure that they cannot hide forever and then they will come to us."

Mover One Amaku Yamikaze went straight to the office of Sarin on hearing this news and approached him directly with a somewhat courteious appology.
After making her sharp entrance she lowered her head and spoke her peace very carefully.
"Conductor, this is not the best way to eradicate the Cartel, Hildmor might still have ways to pike on our men but we cant give him the ammo he needs to find support in the cage. If we persue this course of action were only giving our other enemies fuel to strike against us."
She looked to a series of battle plans and gestured to some of the more under the rug matters.
"Take Phoenix of the Anarchists for example my lord Sarin, this madness will give that barmy and all his kin all they need to start a fullscale retaliation against us.
Mark my words sir, I will follow what ever you ask, but this cant end well for us and there will be more blood spilled than on our enemies count if we continue persueing aggression as our only resolution."
Despite her diplomatic stance, Amaku was as ever obedient to Sarin, she was simply trying to calm his tension down while looking for Tonat to add to a voice of reason in this trying crysis.

((Sure, I try avoiding too much spam or moving too fast for people to react in events, but possibly tomorrow or later today will make another post in SIGIS for something similar that will be for general public as well.))
