Location: Bazaar, Khazeets Commons.
Time: 6/7, early morning.
Charges: Assault, Spell-Based
Incident Report, Namer Kshatriya Viloselle
Arriving in Khazeets Commons, as it is referred, I saw a conflict underway. Two men were engaged in a fistfight and were ordered to stand down. Both complied easily.
It became clear that a philosophical dispute was the origin of the conflict, but it became difficult to discern where the truth lay amidst all the cross-shouting. Nevertheless, they agreed to cease the discussion. All was well for the moment.
A man, identifying himself as "Doctor Ebon" made a poorly veiled threat. A woman identified as an "Z'ssadra Tharess" used a spell of a crushing hand in retaliation. I placed her under arrest.
Doctor Ebon recovered and cast behind my back, using a spell to strike her dead. A woman from the other side of the "street" threw a sling-bullet, felling him as I turned.
By taking the law into her hands, the woman identified as "Nienna" broke it. After explaining in no uncertain terms she would serve time, she fled attempts to arrest.
Tharess was revived at the Mortuary and Ebon healed. They are now serving a time of 24 hours in separate cells, well away from one another. Ebon states he would press charges against Nienna for attacking him, and that his acts were in self defense.
I would like to reccomend an extended period for both instigators if possible and to have Nienna held accountable for her part. Regardless of justication, their actions violated due process and only escalated the violence needlessly and senselessly.
End of line.

A letter is left with Charles.
Greetings, this letter is an explanation of today's incident in the Bazaar.
A mask wearing necromancer had words with ZÂ’ssadra in KhazeetÂ’s. ZÂ’ssadra reasonably disagreed with some of the necromancerÂ’s views. As ZÂ’ssadra left, the necromancer threatened threatened to kill her. ZÂ’ssadra used a bigbyÂ’s hand to restrict him while a Harmonium officer (I assume) stood by.
The officer then took ZÂ’ssadra under arrest for the assault, which ZÂ’ssadra allowed without further complaint or scene. The necromancer waited until ZÂ’ssadra was at ease and preparing to leave, before using a high circle necromancy spell to kill ZÂ’ssadra. The officer stood between the two mages when this happened and was unable to do anything.
Seeing a mad, murderous mage loosing high level spells in the Bazaar I took action. Three stones were thrown at the necromancer, knocking him unconscious or dead. The officer was unable to stop his first offensive spell, I saw no reason she could thwart a vampiric feast or wail of the banshee if he had the desire.
After he fell, the officer approached me and demanded that I be taken in for assault with a ranged weapon and attempted to put me in shackles. I declined and left without conflict or violence.
The only reason I interfered was because the officer had no ability to contain the situation, and the murderer's spells put the entire bazaar and myself in imminent danger
If there is to be further questioning, you know how to reach me.

*If asked for her perspective of the event that lead to her arrest, Z'ssadra would say the following in a calm, nonaggressive voice.*
"I had been at Khazeets' when this happened, and two necromancers were discussing something along the lines of how necromancy is harmless, and they see no reason that people should disagree with it. I had chimed in with a response that some people would be unsettled by seeing their dead loved ones walking around as unliving corpses, but all this got from them was constant insults as to how narrow minded I was, despite any attempt at explaining how I understand their position, but disagree. Eventually, this lead to one of the necromancers deciding to throw more colorful insults at me, like jinkskirt, clueless, and a few others before threatening to kill me."
*if uninterrupted, she continues*
"Now, I know my rights as a citizen of Sigil, and I know legal precedent when I see it. There was a case similar to this, although without actual death, some months ago. A Yuan-ti Halfblood was circling a certain notorious mage with a weapon in hand, and he cast flesh to stone, a far more lethal spell than Bigby's Forceful Hand, and was found not-guilty through means of self defense. Even still, I had submitted peacefully to the Namer on duty, and was going to do my time when the spell wore off, and the necromancer immediately cast Finger of Death on me, going far beyond 'self-defense,' of which was a dubious claim to begin with. Really, it just goes to show that despite all of his complaints that people don't understand him, and that necromancy isn't evil, that it does draw more megalomaniacs than any other school of magic."

Dr Ebon sits calmly infront of the soldiers interviewing him.
I was haveing a debate with a like minded individual, the woman who i slew butted in with her opinions with out being asked.
I was getting fired up over her narrow mindedness and to the one with whom i was debateing, not the female but another man i told HIM, "come find me at the mortuary, im leaveing before i loose my temper and do something unfortunate to the woman with my left nostril. At that point with out physical or magical prevocation she attacked me with a spell a rather offensive one at that. I had no idea what her intentions were after the spell had worn off, the spell had dazed me and i was unaware when i came out of the daze the woman was in custody, due mostly to my confusion following the daze i acted in self defense and slew the woman. The woman who knocked me out with slings responded promptly after with out provocation. When i came to as you know i agreed to go quietly with the harmonium officer handleing the situation.
I want it put on record i was in the middle of leaveing to prevent just this situation and had stated out loud it was my intent to leave before something like this happened but the woman who assaulted me clearly deemed it worthy to prompt me to defend myself. I believe she was upset that i pointed out her lack of understanding about the discussion she forced her way into and had to have had the last word about the 'potential danger' of necromancy" which is why she assaulted me.
That is just my look one why she may have done what she did, i stand by my actions of self defense, as i previously stated her spell disoriented me and i felt had to react accordingly for my own safety and the safety of the other people in the bazar, the woman clearly has anger management issues and she posed a danger to those present.
I do wish to press charges against the woman known as nienna at this time.
