I have interrogated the criminal known as "rat" and got a full confession that she was indeed responsible for planting the fire traps in the bazaar aswell as attempting to harm civilians.

In return, Rat requested that I handle a seperate matter, which I have agreed to, the details are as follows:

Rat was motivated to violence after feeling that nobody listened to her.  The halfling was abused by a Tiefling working a Liquid Pain operation on several girls in the hive.

I, with Namer Krys of the Mercykillers have gone to shut down this operation.

In return, the prisoner has been given amnesty for her cooperation and as such I have vowed she will not be questioned while in Harmonium hands by the Mercykillers.

I trust you will find this an acceptable agreement and hope to hear from you soon.

Notary Five, Kour.

Alathra sits in her office, staring at the report for quite a while, a hard expression on her face. She finally picks up her pen, and sends her response.

Notary Kour,

Let me get this straight - you gave a confessed criminal amnesty because she told you a tale for which neither she, you or all the mercykillers in the multiverse have the slightest proof.

Furthermore, you made a wow to this criminal without any consideration for the pillars of law upon this city is built, thereby placing yourself in a situation you cannot hope to escape with your honour intact.

Let me say this very clear. This is not an acceptable agreement. Our Sigil Chapter will not become the laughing stock of the entire Harmonium by following this growing trend of offering amnesty to criminals left and right, and certainly not without any proof of said crime.

The criminal put yours and innocent lives in danger, and she did so because she felt ignored. This betrays her blatant disregard for the lives of others - how long will it be before she decides to take her personal pains out on innocent lives once more? Life in Sigil is hard, but that is absolutely no excuse to begin murdering people.

She will be arrested, trialed and judged for her crimes - if and only if she provides valuable intelligence that leads directly to the arrest of a deeper ring of criminal enterprise in Sigil, can there be talk of weighing positive words for her defense in the trial, but until such a thing is done, she will face the law as any other criminal.

This is the second time within a week your judgement is reversed by higher ranking officials, Notary, Five nontheless. If you do not soon learn the tenets of our faction, you will shipped off to Arcadia for basic training once again.

This is not something up for discussion. If, however, there is still something you do not understand, find me and I shall explain it. I have attached two basic lectures you would do well to study in depth.

Signed,

Measure Blackthorne

We Harmonium are a strong faction able to work alone and against public, however more than usually we co-operate with the rulers of the lands or some of the organizations. There are still things to remember... first thing, we are not their friends nor are we their parents or their army. We are individual organization whom are bringing order, peace and security with our terms.

You may become friends with locals eventually, it is even expected. That is fine, but while you are on your duty, they are not your friends, drinking buddies, or you personal relationships, they are just people. Leave your friendships and personal dislikes out of duty, on duty only couple things matters...

Going by rule of threes...

One; Public safety is endangered.
Two; Laws are broken.
Three; What your superior has ordered you to do.

You will then continue with the usual methods to bring safety, regardless if your local friends or enemies are involved, they are subject to same rules as everyone else. While you're on duty, you are a Harmonium member, part of something greater, not only individual...

Superior in classroom, show respect!” the classroom snaps to standing position and salutes, chairs and tables having creaking and being shoved aside, couple falling down. ”As you were. I am Bennok Zar, mover four of Harmonium... Todays lecture is about Duty and Etiquettes. There will be test. Some of you will pass… ” his gaze drifting through the crowd ”But not all of you. So listen carefully!”

He limbed through the front of the class back and forth, though he was clearly damaged man and lacked grace definitely. He seemed to grasp the respect of most within the class in relentless soldier attitude. ”Notaries, what is our duty?!” he shouted the question in demanding tone to the class. A hesitation within the classroom, but then a more unified and scrambled reply “Creating peace!”. Lecturer was not impressed so he shouted again. ”I can’t hear you!” now the classroom seemed to gather unified answer ”To create peace!” a slight grin on the lecturers face ”There’s hope for you rookies yet. And correct, peace is our goal.” he shifts his position again, half-dragging his left leg with him.

”While we create and uphold peace, we have a proper way of doing it. This differs us from barbarians and criminals. It may seem tedious, it may take more time, but the Harmonium is not a place for sissies.” He lifted his fist in air and extended finger each time he added new things to remember.

”Rule number one: You will respect your superiors and do as ordered.”
“Rule number two: You shall not disgrace Harmonium or our symbol.”
“Rule number three: You will not question your companions in public.“
“Rule number four: You will obey the rules of engagement when necessary.”
“Rule number five: You will act in exemplar manner for others.“

A pause as all his fingers are pointed out to the class, he withdraws his hand and again shifts his place. ”What this means is that you will not drink on duty, you do not use drugs nor will you smoke on duty. If your superior tells you to do something, you better damn consider your life depends on doing that, if they abuse their power, they are to be reported to their superiors. We are not some raiders that goes around beating and sacking places, and you better damn remember that, we are professional warriors and guards, act like it.

You are to act united, if our foes or civilians see our opinions to differ or other dents in our armor, they will use it. If you disagree with your companion or superior, you do not question them openly, you will discuss them in private, if no peace can come between ourselves, then damn we are not going to make such for others either.

Rules of Engagement you need to remember. First a warning is to be given and a chance to come or go peacefully. If warning is not heard or listened you are to evaluate the situation to either make firmer warning and last chance to come peacefully or to engage if situation so requires. If you are under assault, you are not required to warn the assailant. Avoid lethal strikes where able, but do not let it compromise your combat effectiveness, thereÂ’s no one else to blame than the idiots that donÂ’t take a chance to surrender where due.

And if you ever publically disgrace the Harmonium or its symbol deliberately, you will be expelled. Is this understood?!"
Exhaling quietly, she went to the changeroom and put the letter within Kour's locker, as well as sending a copy to her ranking Mover for review.
