Situation
- Suspect is committing continual crimes across Sigil, mainly the Hive, due to lack of patrols. Suspect is behind bombings in the Clerk's Ward. Also suspected to be behind attempts to escalate the situation in the Hive, concerning the E-NOW project.
Suspect
- The name 'Rat' has been thrown around, in the female form. Whether it is a title, a pseudonym or an actual name is unknown. The chant is also that she is either a halfling, or a small human. It has been suggested that she employs magic to conceal her true identity and race.
- Affiliation: None known, but methods are alike the Revelutionary League.
Witnesses
- Notary Kour suffered injury due to the bombings, but have been treated. Several other citizens have been targeted as well, although none have suffered fatal injury.
Motive
- The true motive behind the crime remains unknown, but tentative evidence points to the terrorist acts being linked to the E-NOW project, as the suspect targets this organization in her commentary, evidenced by notes left by the suspect. Whether or not she desires this project out of the Hive or she is simply using it as an excuse to spread chaos remains to be seen.
Evidence
- So far there has been little hard evidence. As noted earlier, the suspect is assumed to be placing the notes in the areas of the crime. The Mercykillers are in possession of the notes at this point. Advised to turn evidence over to Harmonium. The notes have contained ramblings that gave brief hints to motive until the last one, which contained an address and the words: 'You will find the criminal here.'
Suggestion Action
- Despite the time this criminal have been loose, we know precious little. I have started a co-joined investigation with the Mercykillers who are involved in this, and I request a small squadron of seasoned notaries to search the address given. It is most likely some form of trap, but if we do nothing, we will learn nothing and the peace will remain in danger as long as this criminal walks free.
Alathra then hastily files it up the system for an order to go or not.
