*An official report has been filed in the Barracks, as well as a request to subpoena and press charges on the orc known as Vorgazar.*


To Whom it May Concern:


An incident occurred four days ago in the bazaar in which I was approached by an dark-skinned orc wearing heavy armor and an eye patch.

As per my duty, I asked him if a crime had been committed. He did not answer my question directly at first, and started to rant on about how a crime was committed in the Hive. I told him that I am assigned to my post in the bazaar, and was unable to comply with his demand to help him in the Hive. I then told him repeatedly to leave me alone and leave me to my patrol.

The orc did not comply, instead he bumped me in the shoulder, attempting to provoke some kind of reaction out of me. After some more warnings, I told him to present his hands, and that he was under arrest for harassing an officer on duty.

He refused to do that. After *several* more warnings, I resorted to force in order to subdue him. In an unfortunate turn of events, I missed him with my halberd, leaving myself open to counter-attack - at which point this orc pulled his hand back and punched my skull in.


After the prompt services of a healer, I rose again with a headache. A Mover had arrived at the scene, and was looking for witness reports, but went off without following up. Another officer arrived and told me to take a break. The criminal was allowed to go free.


Since the incident, I have had constant headaches, and have begun suffering from violent, debilitating seizures that prevent me from breathing - Measure Blackthorne was witness to such an incident two nights ago. Upon being roused at the clinic, I realized that I lost the use of both my legs- a result of the fall I took from my initial seizure. The healers are unable to assist at this time, as the positive energy merely healed my bones, but didn't heal them back in the correct position. I will require the assistance of an advanced mundane healer with a knowledge of anatomy to correctly shift my bones and restore my body to its normal status.


After further investigation, I came to learn that this orc goes by the name of Vorgazar, and he runs a small band of thugs from a yet unknown base of operations.


My recommendation from the Harmonium is to apprehend this criminal and file the following charges:

*Harassing an Officer
*Resisting Arrest after repeated warnings
*Assaulting an officer with the intent to cause grievous bodily harm
*Causing Grievous bodily harm to an officer
*I would also recommend that the Harmonium investigate vigilantism.


Also, since this injury, I have been unable to work properly, and my financial situation is suffering. The debilitating seizures occur daily, and I often need expensive medical attention which I cannot afford. MY mitnesses: Measure Blackthorne, and the Harmonium Chief Medic in the Barracks. I am therefore filing a case with the Guvners to sue this individual for the following:

*Loss of salary due to work-absence
*Loss of functionality during the day, and the subsequent hiring of personal assistants to clean, feed, and bathe me.
*Anticipated medical bills from a paralyzation specialist.
*Mental and emotional trauma

I have numerous witnesses in the bazaar who will attest to my account.

The desk officer reads the report, sighs when he notes the name, and issues an arrest warrant for one Vorgazar. The warrant is to be distributed to all officers within the Bazaar and Hive ward areas.

The instructions are that he is wanted for questioning only at this point.

Notary Tomar,

Having reviewed reports regarding this situation, it was found that while your zeal was worthy, your intelligence in handling the situation was lacking.

Several witness statements highlight a distinct failure in protocol as well.

Therefore we have placed on your record a demerit ((Goodbye faction point)) and you will be responsible for payment of your own medical treatment.

In addition, the arrest warrant for Vorgazar will be withdrawn.

Tomar's response to the ranking officer:



Dear Sir or Madam,


To say that I find your appraisal of the situation absurd would be a marked understatement.

Admittedly, I am a recent faction member, and still require some experience under my belt in terms of following the proper protocol. That being said, I am unaware of any law or corollary which permits for a citizen to resist arrest by using violent force. Do you mean to suggest that if tomorrow, if I were to mistakenly attempt to arrest a citizen, they would have every right to use violence and resist me? My knowledge of the bylaws is not perfect, but I am certain that no law in the book permits that kind of lunacy.

*At this point, the paper on which the response is written is smeared, and there is a line that trails off the page, as if the writer's hand slipped.*

I shall not sit here and continue to have seizures while a dangerous individual remains on the loose. Rest assured, that I shall appeal to our superior officers that outrank you. Furthermore, I contest that you overstep your bounds in mitigating any financial responsibility that the accused party holds for my injuries. That decision is for a judge to make in the court of law, not a Harmonium officer.


I recommend you do a careful read-through of city bylaws involving resisting arrest by citizens to reacclimate yourself of the rule of law, as well as the extent of what a Harmonium officer can and cannot decide in terms of attempted lawsuits.

Notary Tomar,

Let me first make something quite clear. In the Harmonium you obey orders and do as you are told. There is no room for those who are disruptive. When a decision is made, you shut your mouth and get on with your duties. I hope i make myself clear.

On to the topic of Vorgazar. He is a minor, shall we say, annoyance, and it would not be the first time he has been arrested. However, he has also on rare occasions assisted the law. This does not provide him with any sort of special treatment either way. If he breaks the law, then he will be arrested.

Investigation shows that you provoked Vorgazar into attacking you and you failed to heed information about some murders that were comitted in the Hive Ward. While your patrol route did not include the Hive Ward, the report was giving under your jurisdiction and you should have reported it to your superior.

The most damning aspect of your conduct was you tried to restrain Vorgazar with phyiscal force by yourself. We are the Harmonium and we work as a team. You could have called for backup.
((There are Harmonium all over the Bazaar, really, i would hope all players involved would acknowlege this fact and RP appropriately))

As you are new to the Harmonium and the Bazaar, you need to learn the strengths and weaknesses of the more unsavoury elements, so you can learn best how to handle them in times of conflict.
