To our esteemed members of the Harmonium.
Pleased find enclosed a letter sent by Citizen Nienna that contains several accusations leveled against one Mir Fnar. I would ask you to exersize your right to investigate this matter and send the results to me with any recomondations for further action such as charges or dismissals.

No doubt the Fraternity have heard some of the mad acts of the woman Mir Fnar. She has repeatedly devolved into grandiose, psychotic episodes which have led to mad claims, physical assaults, and unleashing horrific spells upon unsuspecting Bazaar goers. These have included delayed fireballs and castings of Horrid Wilting onto a packed crowd, the latter case was the cause of her imprisonment.Â
Ms. Fnar is no longer fit nor welcome to do business within the Bazaar, and for that reason I am requesting upon the Fraternity to revoke all business licenses and importation permits relating to her person. This is a necessary first step so that the Harmonium have proper legal resource to stop her toxic influence and gathering of resources.
Even if she had not acted with such reckless abandon, the legitimacy of Mir's business is already in question due to her close and continuing ties with both Hildmor d'Kridis along with the masterminds of the recent Bazaar massacre: Alistair and Raven.

Known magic peddler Tarion pays a visit to the Barracks and files the following:

Aggravated Assault: Following the Officer's departure Ms. Fnar implied that I handled myself poorly and made a second threat against my person.
To whom It May Concern.
I am a dutiful tax payer and if this matter is not immediately remedied I will see to it other purveyors of the Bazaar come to learn of the Harmonium's indifference.

A letter has been sent to all government officials involved in the case, as well as several Indep representatives, as well as representatives of the Bleak Cabal:

We are investigating the case of Mir Fnar. An Indep's letter has brought light to another angle on this case which increases the complexity of the issue. It was my thought she was a sociopath like so many in the Prison, and not a psychopath like those in the Gatehouse. I have quite a different picture in my mind after reading the letter in which the writer describes Mir's actions as 'mad,' 'grandiose,' and 'psychotic,' I have requested a representative from the Gatehouse to come by the barracks and evaluate her.
This piece of evidence, combined with what the Harmonium already know from brief comments during her capture will make sentencing much more complex, and increase the likelihood that Mir Fnar is found NGRI (Not Guilty by Reason of Insanity). Instead of being imprisoned she may be sent to the Gatehouse for rehabilitation. Already several defense attorneys who would not touch her case before have a renewed interest in the case in light of the new evidence.
It's ironic that the writer pushes hard in an attempt to revoke Mir Fnar's business licenses, while the the first part of her letter undermines this effort. Per Sigilian Law: No individual may be denied municipal rights and privileges enjoyed by other citizens on the basis of disability- be it physical or mental. I understand this is also an 'unwritten code' among merchants and businesses within the bazaar, where there is much sympathy for those who are less able. It remains to be seen if Mir Fnar will indeed be evaluated as insane, but if she is- then these licenses will not be revoked. At worst, they will be suspended until she is deemed mentally competent.
Finally, I have received many reports of individuals with close ties to Hildmor d'Kridis (including the Indep who alerted me to Mir's possible insanity), and have found them to be meaningless without hard evidence.
It was my hope that her guilt would be proven easily and this would progress as a simple lifetime imprisonment, but with the presentation of this new piece of evidence and the possibility of NGRI, the matter has become (ironically) much more complicated. I will keep the appropriate officials notified of Mir Fnar's bureaucratic progress within the Barracks.

The patrolman immediately responded by calling reinforcements and the Harmonium team attempted to arrest Fnar, during which she threatened the lives of the Harmonium officers and disregarded the severity of the entire circumstance.

That concluded that legal altercation. Now I will add the following addendum:
I have personally witnessed Fnar claim that she will do whatever she likes, wherever she likes, however she likes, up to and including killing anyone she pleases. She followed these comments by brandishing a Harmonium Investigator's badge and claiming that she was, in fact, the law. I strongly recommend that her badge is confiscated and that she be stricken from your roster in addition to whatever legal action is being taken against her.
As always, I'm available to testify if necessary and continue to enjoy our mutually beneficial relationship.

I have actually dealt with this exact issue before. Nowhere in my records is there an indication that Mir Fnar went through the official procedure to become an officer. Any officer of the Harmonium is to apply and train in Arcadia for 6 weeks. Any officer of the Harmonium answers to one who outranks him, and answers to the faction as a whole- not just a single officer. This kind of disregard for the rules and decorum, as well as the hubris to simply....appoint.... someone a member of the Harmonium is unbecoming of any ranking official in this faction.
I will indeed investigte if Mir Fnar has completed training like the other officers and if not, I will personally strip her of the badge. Rest assured that in the case brought against her, even a valid faction badge outranking the one she claims means nothing. She may be immune to logic, but she is not immune to the law.

Given her current behavior, as well as using the Harmonium name to excuse law-breaking, I believe her badge should be removed. If she truly wishes to be an investigator still, she can go through the appropriate tests until deemed worthy for service.

((Mr_Otyugh: I mentioned about it yes. Since it's simple bureaucratic loophole for pinning away blame. I didn't per say mean it definitely is clerical oversight as much as it's easy to pin to be one due to large amount of time passed.

The first issue is that there is no official Sigilian law that gives amnesty to those who are ‘insane’. Within the City of Doors there are living manifestations of pure madness, chaos, and all manner of mental illnesses.  Madness, and sanity, are relative things to the culture, group, or individual. If you are making an attempt to judge them by the typical human or Harmonium outlook then any Xaos or Slaad are immune to charges.
Also, while it is true that: No individual may be denied municipal rights and privileges enjoyed by other citizens on the basis of disability- be it physical or mental, such a mention is completely irrelevant because I am not arguing that Mir’s licensing is revoked based on any disability. I am solely arguing the revocation of these licenses based on her willful, destructive, and constantly murderous actions within the Bazaar. She puts everyone about her in great risk which gives her little right to buy or sell within the Bazaar. By removing her licensing you lessen the reason for this unstable woman to be in a crowded area, along with stemming the acquisition or sale of dangerous items.
In the end, legally, there is no difference in the charges, prosecution, or the rightful revocation of her business rights. The only changes could exist in sentencing, such as being treated by the Bleakers until well enough to be admitted to the prison for the rest of her life.
Also, I must add, the Harmonium is not the faction who can elect whether or not to levy charges, to temporarily or permanently rescind licenses, or even deal with the ‘bureaucratic progress’.  That is all within the full domain and discretion of the Fraternity.

I believe with Colo’s own letter alone divulges enough information to justify my request, though obviously that is not my call to make. The full evidence coming should make it effortless enough, if you so choose, and with her blatant persona it will hardly involve the effort Hildmor took.
And such is my personal request of you, for this is an important issue to me.
When I came to Sigil, over two years ago, my time was hellish. Within my first week, a well-established elf attempted to force himself on me, I spent my nights in closed stalls and hiding underneath tables… Mir grew to dislike me, and to sate her own annoyance and boredom she attempted to murder me in broad daylight in the middle of the Bazaar.
She failed the first time, arose from the Mortuary, and attempted again and again until I was forced to flee. I reported it all to the Hardheads and nothing was done, I tried multiple times with multiple individuals, even though there were plenty of witnesses who spoke.
Mir has been doing this for years, and unless she is stopped, countless others will be assaulted and murdered. That is why I am asking, begging, you to stop her as you did HIldmor; before she harms anyone else.

Your letter is a practice in condescension and eisegesis. Never did I mention that the Harmonium are levying charges or making bureaucratic decisions. I just said that I'll keep everyone notified of the bureaucratic progress. And though Sigil is filled with chaotic beings of varying cultures, most do not cast destructive spells in crowded places and require a defense attorney to make a legal case. I'm not going to dignify your explanation of Faction duties with a response.
It's pointless to argue anyway- you may think you understand the law better than a Measure in the Harmonium, but you simply do not. I frankly deal with too many people like you to even bother addressing any more assertions. At the end of the day, you're just going to read whatever you want into my response, and assert that it somehow confirms every argument you made.
