Phantom walks into the Barracks, holding two letters. He walks up to the front desk and nods. "Good afternoon Charles. Can you see that these are delivered to Measures Hograth and Annavkah? My thanks."

I arrived at the Bazaar earlier today to find numerous Harmonium officers blocking off each path leading to Khazeets.  i was able to gather that a waitress in the inn was assaulted by a clueless.  The Harmonium officers were being led by someone who identified themselves as Notary IV Bolton.  From the looks of things, the suspect of the assault was allowed to escape.  The victim merely wandered away while the Notary began harassing other citizens.  He was more interested in fining someone 2000 gold for "disrupting the peace", than the assault in question as well as the victim.  The one who was being threatened with a fine, a man named Mazrim, then turned invisible and just.... wandered away.  The Notary then decided to have his entire contingent simply occupy the bazaar.  So now the one who commited the assault is wander around freely.  The victim is wandering around bleeding.  And the one who the Notary was distracted by attempting to fine, and then arrest, is also wandering around freely.  While numerous officers are too busy to handle it because they've been ordered to watch people get drunk.

When I asked for his name and rank, he initially refused to identify himself.  Then, when I pointed out that sort of behavior was precisely why Charles was pulled off of field duty and kept behind the front desk, the Notary then threatened to arrest me as well.  There were numerous witnesses to the entire situation, which don't appear to have ever even been questioned. And due to the entire combination failures on the Notary's part, I would like to make a formal complaint of incompetence and abuse of authority.  One or two mistakes are certainly understandable, but this was pure chaos and disorder.
