Report and Request to the Harmonium

As you already likely know, in recent weeks our organization has tried to provide the necessary infrastructure outlined in E-NOW's statement of purposes, some of which include; feeding the poor, building housing, and constructing schools. During that time, people have firebombed our buildings, murdered our employees and other minor things in attempts to disrupt our efforts. A full report is as follows:

In past, one of our representatives met with one of your faction leaders to discuss how we would co-exsist and to establish boundaries. We still do not intend to step on the factions feet, however in light of recent events, I ask that the Harmonium be a little more proactive in its efforts to police the ward.

Perhaps we could also ask for a liaison? Someone from the faction for whom we could regularly speak to and work closely with?

Please send us a response in all due urgency. Good people are getting hurt for doing their jobs.

Notary Kour looked at this remembering Neli's admirable goals, clearly aware of what was going on, she felt sorry for her and troubled by the situation. She immediatley forwarded a volentary, no pay offer to help protect Neli's assets on the condition they were used soley for good intentions.

Alathra sits in her newly acquired makeshift office with a thoughtful look covering her features. After some time in quiet contemplation, she takes to pen a reply.

Dear Miss Meor,

I saddens me to see your noble efforts hindered such, yet it does not surprise me. There are dangerous forces at work in the Hive, forces that have an interest in keeping the people where they are - downtrodden and ignorant. The people themselves enjoy this illusion, having been indoctrinated to believe it the 'Hive Way', and they react harshly to any obvious attempt to carve out any different lifestyle for them, however more pleasant it may be.

Naturally, I could send you men to help guard your assets and take a more active role, yet I fear that despite its initial promise, no good would come from such an action. The role of the Harmonium within the Hive have always been small for the reason I described in the beginning of this letter, and any attempt to breach this has and will be met with a severe reactions, often escalating matters to a situation that may be easily grow out of control.

Furthermore, should your organization begin to enjoy a more steady Harmonium presence, I give you my word that it will be a matter of hours before the rumours start to float, that the E-NOW initiative is a puppet organization of the Harmonium and thus work to further limit your opportunities in the Hive.

If I may give you a few pieces of advice, then it is to employ a branch that focuses solely on Political Hive Warfare. When you have chosen to stand outside the web of security that is the factions, you will need extremely cool-headed individuals to engage in the dangerous game of public opinion, a game that the forces currently in control of the Hive master to a frightening degree.

Despite however helpful physically they are, your orcs poses a larger threat than benefit. More often than not we are dragging them away from fights, disturbances and other things that is perfectly natural for orcblood, but rather contrary to a peaceful co-existence. After you have dealt with their lust for blood and desire to retaliate after the recent murders, you should cut them loose, or at least employ their workforce in a location where they have little to no opportunity to destroy your good name.

Lastly, I would recommend you employ several Hive locals in your effort. The largest detractor of your project to the people of the Hive is the fact that you do not belong. You march in with polished armors, a wealth of food and an abundance of materials. Nothing screams outsider like this in the Hive, something your enemies can easily take advantage of. Were you to employ local help and make them see the earnest truth behind your attempt, you would have gained an advantage. The people, as always, is the key. Win the people, and you will gain a strong foothold.

Would you still require Harmonium Patrols on a regular basis, do let me know, but as I have written above, I implore you to reconsider as I would like to see your project bear fruit.
