Arrest of Fargul and Other Stuff

Upon returning to the barracks Gnauk submits a report detailing a series of events in the bazaar. The report was basically as follows:
Namer Gnauk was maintaining Stationary Post 37-C within the Great Bazaar as directed when it was noted by filing officer that a goblin was running towards us and calling for Harmonium assistance and repeatedly calling out "Kidnapping". From the goblin I determined the location of the incident and responded. The goblin was identified as Krag, and directed to Post 36-A to be taken to the Barracks for further questioning regarding the incident. The goblin stated that a woman was carrying a halfling in her hand and stating openly she intended to kidnap another.
At this time I responded to the incident. I quickly ascertained that there was no legitimate kidnapping attempt involved. The woman had already left, but the halflings remaining behind stated that the incident was only intended as a joke. I cited the individuals still present for disturbing the peace, and fined them 6 silver pieces each. Those individuals were Jall Golgherro and Merium Pinklily. Merium Pinklily also displayed to me a Mercykiller badge, claiming she was conducing operations within the Great Bazaar. I was unaware of any such active operation and informed her that she could have the fine waived if she wished by contacting the Harmonium Barracks with proof of such actions. At that point I moved to post 11-A to observe the individuals involved and discourage further incidents. When I noted that the woman instigating the incident had returned, I moved to her and presented her with a ticket for a fine. Before I could ask the woman her name, a third party cast a spell on all those present, obscuring them from view. The spell was later identified as "Etherealness." Another of the individuals did address her by name, calling her Alista. When the spell was cast I suspected something more was going on, and called for assistance. Namer Potter was the responding officer. Witnesses included Yssernthus and another individual that I did not take the name of, as I was interrupted by the return of one of those present. That individual offered to pay the necessary fines to see the incident finished. At that point claiming to be a Factotum of the Bleak Cabal arrived. She informed me that I was "creating my own laws" and was acting outside of my jurisdiction and demanded that I relent. At this point those involved in the situation had all moved on so I relented. I asked the individual offering to pay the fines to bring this "Alista" by the barracks so that the situation could be concluded. A description of Alista follows.
At this point I was approached by a man who informed me that he had several active warrants in place for him. As requested, I manacled the man and escorted him to the Barracks. I presented him to the Factotum and then entered him into processing.
