Measure One

I am to inform you that I have been given supervisory control of the UnderSigil unit authorized by B1 Thornbrew. This unit is now under redirection of duties and personnel. All members of this unit are to be in good standing with their factions. Base unit information is as follows:

The Taskforce is to have the direct involvement of the Fraternity, the Harmonium and the Mercykillers. The Taskforce is to observe, collect intelligence, infiltrate and arrest criminal organizations within Sigil and her territories. It is to use all tools available to all three factions of order and any informants/information lines available to individual members.

Please submit any preferences of procedure or setup. The following information is of my desireÂ… to be considered when the taskforce is officially created.

*This unit is to consist of a leadership council (un-named as of yet) of three. The members of this council shall be of equal authority and none shall answer to the others. This is to ensure proper jurisdiction is adhered to in all matters of Order, Law and Justice in accordance with the entire jurisdiction of the unit.

The leadership council shall be comprised of a Single Harmonium officer of proven rank, a single Mercykiller officer of proven rank and a single Fraternity Administrator of proven rank. Whether it is yourself or another, please assign one officer to this position. This council will oversee all Taskforce operations and will be based out of the City Court building.

*The second level of authority shall be the Operations council (un-named as of yet). This unit is to consist of a council of three (one from each faction). The members of this council shall be of equal authority to each other and none shall answer to the others but will answer directly to the leadership council. This is to ensure proper jurisdiction is adhered to in all matters of Order, Law and Justice at the base level. This council will oversee all street level operations and will be based out of current operational locations.

*The third (and final) level shall be the unit investigators, enforcers and officers. The members of this level shall be of equal authority to each other and none shall answer to the others but will answer directly to the Operations council. This is to ensure proper jurisdiction is adhered to in all matters of Order, Law and Justice at the street level. This level will be based out of current operational locations.

All members of the Taskforce will be removed from their factional duties of basic patrol (if Harmonium), guard duty (if Mercykiller) and administrative duties (if Fraternity) for the duration of their membership. This is not enforced and the members can still maintain the authority to continue such functions if desiredÂ… but they shall not be obliged to if such will interfere with their taskforce duties.

Once you have chosen a leadership council representative (whether you or another), we will meet and decide on the finality of procedures.
