Reina writes in to her superiors once more asking for yet another arrest warrant on a separate case;

"A report was brought to my attention detailing an incident late last cycle where a celestial threatened to murder a Factor of the Sign of One in public view of seven to twelve other individuals. The celestial cast multiple highly destructive spells in a crowd, in the market ward within the Metal Cup, ranging from chain lightning to a ninth-circle meteor swarm spell. The spells destroyed much of Dion's property in the way of seating arranged for his patrons. Somehow, none in the crowd were harmed in spite of their extremely close proximity. The Archon was thereafter supposedly booted from the Bazaar by an indep, "Adorabella Goldworthy".

According to her, this is apparently not the first time this celestial, "Sayael", has thrown spells around haphazardly in public and destroyed property in the process. I spoke with Dion and he confirmed both accounts of property damage.

The listed crimes I am hereby requesting a warrant for his immediate arrest with include:

-Crime Spree (Felony)

-Mass Destruction of Property (Indictable Offense)

-Multiple Attempted Assaults on, primarily, seven to thirteen individuals, some citizens, some not, the main target and highest ranking among them being a Factor of the Sign of One (Indictable Offense)

-Dangerous Behavior (Summary Offense)
-Disrupting the Peace (Summary Offense)
-Unauthorized use of Magic (Summary Offense)

There is no shortage of witnesses, so all that needs be done once the warrant is secured is take him in to be processed."

The request for a warrant was rescinded. Notary Reina and Justice Katherine Clearwater of the Mercykillers had questioned Sayael, who admitted to his crimes of casting meteor swarm and chain lightning in the Metal Cup and thereby threatening all its patrons and destroying Dion's property. Sayael claimed to not be a citizen of the city, and so he was arrested without bail as he was deemed dangerous to let loose. Immediately after the arrest, Sayael was placed in Justice Clearwater's escort to a cell within the prison, where he awaits his trial.

A cycle later, Administrator Tsaryov submits the proper forms with the court clerks to have the case assigned to her for handling the prosecution portion of the process.
