A vampiric Ladys Ward citizen comes in and files a complaint:

This very cycle she was attacked and turned while on the way home from a sleepless cycle of partying at the festhall. She is less than 1 hour a vampire, although she does not seem to be a threat to herself or anybody else. She is currently fully under the control of her sire. She is being given the medical help she needs, although we are getting pressure from her husband to release her into his care, without freeing her first.

The people who first brought her in to us need to be spoken to about the event. These people are

Adorabella Goldworthy
Kelian Hannen
Linnae the Ravenous
Selenis
Vari Lane

A short conversation, and gathering what they learned from her when she was first found is all that is needed.

Reina submits the following witness report.

"After asking around the city for all of the involved individuals, I was only given fruitful leads on the tiefling 'Selenis'. Her account was that she entered the Metal Cup in the Bazaar, noting a woman standing by who was bloodied along her dress and throat, the latter of which was visibly wounded but not-then bleeding. She looked 'disoriented', and the wound looked to have been vampiric fangmarks."

"Selenis arrived half-way into whatever discussion had taken place, with Adorabella Goldworthy citing vampirism as a likely cause of the woman's state. Selenis drew some of her own blood as a 'test' of sorts, which prompted the unnamed woman to look as though 'she wanted to consume it'. The victim then stated that she was fine and did not need any help. The planeswalkers convinced her to be escorted to the Barracks. Adorabella then noted that there were blatant signs of mental control or domination worked over the victim. Before entering, the victim paused, and looked like she might run off, but stopped herself, and looked confused as to why she was inclined to act that way. The group of walkers then successfully brought the victim into the barracks, spoke with Measure Diana, wrote a report, and miss Selenis left thereafter."

"Furthermore, I would like to ask if we know who the victim is or how she might be contacted, because as awful as it is to keep someone from their family and loved ones, it is a far worse offense to allow her free to potentially endanger others without the proper precautions taken. I do not believe she should be deemed as safe to return to the public as-is. I would like to ask her to either remain under our supervision until the mental domination can be cleared outright, or to at least temporarily accept some magicked trinkets that would help to stave off any further mental commands until we can find the perpetrator."

"In the meantime, I will continue to look for the remaining four listed persons and retrieve their accounts."

Another witness report is submitted.

"Kelian and Linnea were found in the square and willing to give their accounts. Neither of them claimed to have witnessed the victim's being attacked, but were around to witness the same events Selenis did, reinforcing much of the same account that was given by her. Kelian, a primer proficient in spellcraft who states to know the workings of epic-level magic, voiced that there was a compulsion spell worked over the victim, but that in his opinion, the magic was more akin to a confusion spell than a domination one, since the victim was still rather cognitive of her actions. He believes that if it is a domination effect, it was one of a weak potency- however, he also claims that magic 'worked differently' on his prime than it does in the cage. It will be worth getting a second opinion from Adorabella Goldworthy."

The citizens name is Amaranthe. She is currently being held under protective custody. From what the healers have been able to tell, she is somehow bound to the will of her creator. No spell or trinket has had any effect so far. We think control undead should work, but that is not a permanent fix. She herself is very rich, and her father is a Guvner. We are facing extreme pressure to release her, and allow the clerics and healers employed by her family fix the situation.

She is open to being met by any member of the Harmonium

A runner from the Mercykiller Prison would deliver the following letter to the Faction. It is specifically noted as being for the eyes of Mover's.
To whom it concerns,

In light of the brazen theft of sensitive documents at the City Court, as well as the concern recent developments hold for the well being of the Lady's Ward's citizens, I am hereby recommending that a joint Triad taskforce be established to officiate over the investigation into the vampire(s) and any of their co-conspirators involved.

It is the feeling of the Red Death that this matter requires us to invoke those articles of Sigil law enforcement which shall temporarily disable jurisdictional boundaries for the purposes of this investigation and subsequent apprehension of suspects, before it escalates any further. To that end, the Fraternity of Law is requested to draft the requisite document, and present said document for Mover and Mercykiller Factor signature's accordingly. The sooner this is done, the sooner we may begin coordinating efforts to put an end to this matter before it causes more damage.

Reina was in the process of submitting another account when the next attacks happened, this one from Adorabella Goldworthy. Though it was clearly a bit rushed so that she could be on the scene in a more timely matter.

"Adorabella's account further reinforces what everyone else has stated, with a clarification on the nature of the mental effects, and potential clues at where the attack happened and who the perpetrator is targeting."

"Factotum Xujja of the Sensates identified her as a frequenter of the Festhall, someone who often indulged in carnal experiences stored in their collections of sensate stones. The victim states that the last thing she remembered before ending up in the bazaar was leaving the festhall, so it is likely that she was attacked in the Clerk's Ward. These serve as our current and only leads on who and where the Sire may be 'hunting'."

"Additionally, Adorabella believes the 'domination effect' is to be less of a spell and more of a direct condition of being newly sired. Being a priestess, I asked her if there were any ways to break this effect, to which she responded 'Kill the Sire or the Spawn.' The potentiality of resurrecting the victim to her prior state afterwards came up, but this is clearly an extreme matter that will in all likelihood not be undergone or wanted, nor would I push for it."

Reina also relays that the location the vampire fled to after claiming more thralls was within Clangor, courtesy of Godsman Saiyuu Rivers' magical ability. Having been tasked with gaining access to the courts, Reina also enlisted the aid of Administrator Kaltia Tsaryov of the Guvners, who stated that she would get copies of the relevant files that were stolen to the Harmonium in a manner as timely as possible to aid with the investigation.

While things fall into place, Reina would ask to question Amaranthe and the other captured thrall.

Reina puts in another few steps for due dilligence.

She reports that the thralls may be able to relay their perceptions to the master, so due caution should be taken when dealing with them and what they're told or able to hear.

She requests that some of the more magically-inclined members of the Harmonium keep scrying on the vampire and his group, having handed over the samples collected from her investigations to achieve such if necessary.

Also, she would ask the Sensates as to specifics of what kind of "carnal sensate stones" Amaranthe viewed, as this would prove helpful in helping establish potential motive.

And finally, she requests a search warrant for A1 Istril's dwelling, citing his sketchy attempts at covering up whatever dealings took place that bore relevance to the case.

Additionally, Reina sent by way of a Namer that Kelian and Linnea volunteered to assist with the investigation by trying to find where Amaranthe was first attacked in transit between the Clerk's Ward and Bazaar, and she puts in word for them that they're not reckless like most walkers are, and shouldn't cause any trouble for anyone in the process.

While we have gotten rumors of an internal investigation going underway with the Fraternity of Order, The Harmonium will pre-emptively agree to lifting jurisdictional boundaries between our three factions, as it is already known of some semblance of cooperation has been made on this case between factioneers of our Triad. It is within all our interests to keep the peace after such a disharmonious year prior. Once the Fraternity of Order has drafted the temporary agreement, I myself will sign as soon as able.
