Namer Zoel had always been ambitious but today she had finally decided how best to envoke the method of her madness without loosing her job, or her status. Infact, her Factotum and Justicar might yet approve of her methods, so many of them did latley.

Cruelty was a method almost an art form in the name of Justice and this was no different, she had decided something different for a change however. The approach was wrong, they had tried too hard in the past to push the Harmonium and the Guvners and it was time to push for some laws, new laws... compramising, laws.

Laws that would give her the final excuse to unleash herself as a houndmaster.

She wrote first to her Factotum:

"To my superiour, Factotum Blackhand.

I am writing to inform you that I see a flaw in every link of the law latley, perhaps it is time to make new compramises, new opportunity to finally gain our grasp over the city. The Harmonium have too long been comfortable with the judical system as have the fraternity, I say it is time to adjust the laws of the city as obaying them is essential to keeping it safe.

How are we to obay, if the fraternity constantly adapts the rules to their liking? How are we to obay, if the Harmonium interferes with our interests?

I believe, it is as ever, essential that we change the system when the rarest of times call upon it for a greater Justice. It is time to negociate a new pact between the triad, an amnesty pact, for the three factions as a whole.

I am composing forwards to you two ideas of initative, the first is that we call for a meeting of the lesser factotums and namers of the factions in the interest of unifying our goals in greater order. The second is that we discuss with these other members of the factions a little lee-way in the interest of our own.

The Agenda would be as follows:

Firstly, we would discuss the interest of uniting the factions even closer by allowing the Mercykillers to have a free hand in both the arrest and trials of others in the event that Harmonium and Guvner officals are not present nor able to provide one.

The second would be of course, negociating fair... but firm terms of their own desires, no doubt they will desire to hold leeway over the executions but as a faction we must try to take control of our own interests first. We must assure them that executions are not necessarily their concern, and as such we would have utter control over the three without ever having to break the law.

To break the Law is the ultimate of sins, and I know too well that breaking it is against our code of leige, but to construct the law, and to control it? That is not, we are order after all, the purest kind. The Harmonium seeks to pacify the world and the Guvners are too busy fumbling over every magical science to try and control the multiverse. We are the only true pragmatists here, we have an army made from the redeemed of our cells, we have the numbers to sustain a proper offical force the Harmonium cannot. While they are busy in other planes trying to pacify them, we should take this initative to completley contain the law.

I am certain this will not be an easy task to negociate, and the factols undoubtedly will in time discuss it, but if a lesser covenant can be made... between the lesser faction leaders, we, could finally have a true hand in pacifying this city, our way.

I hope you will relay this to the Justicar for me... and to others that may be of interest.

Blackhand licked his lip, he had always liked Zoel for being ambitious but even he admitted her plans here were ambitious. He hesitated at the idea of reporting this to a higher power but he couldnt deny the value of such a prospect... with reluctance or interest he finally yielded to his own reasoning and sent a copy of the same letter to Justicar Sana. After all, if anyone would jump at the chance to take direct control of the situation, she would... she would.

He only hoped, with ferverous anticipation, she would accept the offer, and negociate an arrangement with the other faction members of the other factions.
