It has recently come to our attention that one Rith Fidder has stated his intent to build a gambling establishment within the LadyÂ’s Ward. I have yet to see any permits issued to this project nor have I seen any permits to operate within the LadyÂ’s Ward come into our possession. Land within the LadyÂ’s is not something just anyone can purchase on a whim and procedure must be followed.
As you are aware, Mr. Fidder has been directly connected to Mr. dÂ’Kridis and the Cartel in the past. He has been rumored to be a spy of the Cartel due to his abilities to change form. He has interrupted legal proceedings and has been arrested numerous times. As the lead prosecutor in the Cartel case, it is my obligation to ensure Mr. Fidder 1: has not broken any laws by avoiding the proper paperworkÂ’s and permits (fees included) and 2: is not using proceeds of crime to finance this construction.
I seriously doubt he has even found suitable room within the LadyÂ’s to build as we all know it is already crowded and new construction is rare which leads me to believe (if he has indeed found room) that he has possibly extorted it from another. No one in this city, aside from those being given a Factols ransom in gold, would give up enough land for this scheme of his.
Therefore it would help our city, in the names of Justice and Order, to ensure this is a legitimate project and that all proper procedures are abided. I ask the Harmonium to look into possible connections between Fidder and local and planar criminal organizations as no one man could amass enough coin to finance such an ambitious project. If connections are found I recommend immediate arrest. I also ask the Mercykillers to ensure proceeds of crime (a product of a guilty party) are not being used for the project. If illegal proceeds are indeed being used they should be confiscated by the Mercykillers immediately.
Mr. Fidder cannot be permitted to thumb his nose at due process and erect a tower of corruption within the very shadow of our factions. I will be sending Mr. Fidder a legal stoppage of construction until these investigations are completed.
