Garen's reply is forwarded to multiple officials as part of the internal discussion of the matter. One copy ends up on the desk of Notary I Ember F. Chambers with the note: "Thought you might want to see this."

Noristant reads the notices on the project as they are posted and can feel the confused thoughts flying around the barracks. "Hmmm this looks like a good idea" He posts his application notice the next day and heads out to talk about the project with Mercykiller Andor whom he respects.

Ember F. ChamberÂ’s left eye twitches as she reads the note.

After taking a moment of consideration, she writes another letter for her fellow Hardheads to read, posting it in the Barrack’s offices – alongside a copy of Garren’s letter.

It would seem the FraternityÂ’s recent gain of power, to enter our Faction headquarters at will, was not enough for them. They now wish to override the Harmonium in our law enforcement, comrades, despite us being the best suited for it.

Is your experience in the field for naught? The judges seem to think so, who have no experience enforcing the laws of Sigil. They say their senior members should override us, despite how even our lowest ranking officers have far more experience than they do. They lack the training of the Harmonium – the guidance of our beloved Factol, Sarin. I doubt most of them have the ability to even hold a weapon.

Would you see our Faction’s goal of peace divided between conflicting motives, between the motives of the Fraternity and Mercykillers? I say, “no.” The Mercykillers only care of their sadistic punishment – and the Fraternity cares far more for creating complex laws in their favor, than for true peace and order.

Do not sign away your rights so easily, comrades. This Fraternity Chief boasts how laws, easily made, are almost impossible to repeal. He is not interested in peace, in harmony, as we are. He is only interested in more power for his own faction. Do not let his prose of goodness and justice sway you, comrades. I doubt this proposal will stop with a small task force. Keep in mind, before your sign away your rights: you are the harbingers of law and order, on the streets of Sigil – not them.

I highly suggest we revoke this proposal, before it harms the Harmonium further, as the Fraternity will not budge on the issue of claiming our authority.

After being shown the documents, Notary III Eversong revoked her application, and instead filed a formal complaint.

The notions put forward by my colleague, Notary I Chambers, were built on trusting each participating faction and their representatives in their capability to make competent choices in stressful situations and their ability to perform their duties to the letter.

By allowing a superior officer from a different faction to override said decisions, you not only demolish the foundation of trust between our three groups, you allow the same behavior that has caused the upheaval in the Hall of Speakers to happen again. I am quite certain a group like this would only be composed of the finest officers, and such people should be able to sort their disagreements in a civilized manner, without the superior officer abusing their rank and taking control should they deem necessary.

Should this notion remain unchanged, I cannot condone this project.
