Namer Kotaro &  Namer Chelle,

Reports have come in of some killer making a mess in the edges of the Hive. As Namer Chelle is the most familiar with that Ward, I want you two to go in and see what you can learn of this berks actions and intentions.

Do not attempt to attack or arrest anyone without reporting in first. You just need to assess the situation, and we'll take it from there.

The Chant

A handful of accounts have surfaced of some masked maniac stirring up trouble in the Hive Ward.  One berk at the B&J went on an angry, drunken rant about his little brother falling victim to the mysterious figure.  One cutter said he'd heard a barmy vagrant prattling about seeing a masked man dressed in feathers, mumbling madly on about "Halcyon" and "The Kingfisher."

The Dark

Speculation abounds!  One theory is that the marauder is a professional, hired by one of the rallying gangs in the Hive to disrupt a rival group.  Some, usually branded naive, think it's just one barmy berk trying to do good, while more jaded folks posit that it's merely some psychopath running amok in the most lawless part of the city.  Gossip prone sorts have even spun the narrative that it's likely a rich, bored adventurer from the Lady's Ward on some sick safari, hunting the destitute.

Chelle goes undercover in the hive as a jinkskirt along with Alanerian of the Harmonium to shake information out of her old circles. So far nothing has come from it, but the whores of the hive and the crooks of the night market are now ready to hand her anything they find for the right pay... so long as they do not find out that she represents the law now.

As she returns to the prison, she lets Kotaro know that she's found some possible leads, but she'll need him to figure out what to do with them, since no answers have been found yet.

Upon reaching the prison and meeting up with Chelle, Kotaro would get briefed on the entire situation and pulling out a few files out of the archives, looking for anything that happened similar to the current case they were on in the meantime while Chelle was under cover within the hive. Upon her return he would review the clues she would hand him. Trying to determine the validity of said clues, and the research he did prior to it, he sought for anything that would add up or uncover any leads that they might follow to catch the perpetrator that is responsible for making an uproar.

He would also confer with the Harmonium if they have found anything within their own investigation. Naturally, he would try to talk to some of the few guards stationed within the Hive if they have seen anything suspicious during their routes and patrols. He left no stone unturned while pursuing those objectives.
