Overall the arrest went as well as could be expected considering who and where it took place.

We proceeded from the prison with a member of the free league Brezik was inclined to help us as his faction's representative. Upon arriving at Khazeet's bar I handled the speaking to Khazeet from the south side while Kotaro covered the north side. Daniss positioned herself between the porch of the bar and the bar itself to prevent others from interfering. Khazeet seemed determined to make a scene upon being informed of his arrest and managed to succeed to a minor extent. However, thanks to the actions of the accompanying MercyKillers both Khazeet and all of his stock were transported away securely. Daniss in particular was instrumental in keeping planeswalkers from interfering. Kotaro handled the transportation of Khazeet himself and Guard1(this would be his name here) and guard2(again his name) were able to use the provided containers to haul away all of Khazeets stock for investigation and audit by the Fated per pre-arranged agreement with Factor Aidan.

On the walk to the Barracks Brezik and the guards with the confiscated stock headed towards the prison while the rest continued onward. The walk to the Barracks was uneventful. Upon arriving at the barracks the warrant was shown to the Measure on duty and with some displeasure he arranged for the holding of Khazeet until his trial. At this time a Taker identified by the nickname of Malf came in protesting what had happened and wanted to tax the MercyKillers as left the facility. I informed her to file any paperwork in this matter with the prison and it would be handled appropriately.

During the debriefing this same Taker Malf along with Kazuko came in demanding the booze. I informed her of the arranged audit with Factor Aidan and she then claimed to be said auditor but could produce no paperwork verifying her as such. When I refused to let her lay claim to the confiscated goods she proceeded to throw a fit. She then claimed she was taking over for the auditor quote "Because she could" I told her she was welcome to discuss that with her factor and if the factor said it was so then it would be. She presumed to try to override the factor and said she was going to just take the goods from the prison. I welcomed her to try. It was at this point the Kotaro pointed out that such would be an attack on the MercyKillers at which point she got fed up and left.

I would like to commend both Kotaro and Daniss for their work in this arrest. Daniss in particular did great work serving as both look out and managing to help keeping things from getting to out of control.

I have already received preliminary reports back from the initial base inspection of Khazeets goods. According to this reports it seems much of what he used to stock his bar was smuggled or stolen as it was no properly stamped. I will keep you informed.

What follows is an account of services rendered in the line of duty.
I had staked out Khazeet's establishment two hours before the arrest and kept my eyes on the crowd and ears to the conversation.  I had been looking for an Indep who could assist us, but thanks to a certain individual openly discussing non-compliance with the Triad there was very little to be found.
When the time came I relocated to the Prison to begin our mission.  After meeting with Justicar Leona and Namer Kotaro, Justicar Leona briefed us on the plan and we discussed our respective roles.  The arrest was to be lead by Justicar Leona and assisted by Namer Kotaro.  Two additional Mercykillers were to assist in the confiscation of goods.  I was to be on Lookout and assist in making sure no one interfered with the arrest.  Additionally, Justicar Leona obtained the assistance of a certain Indep as he was being lead into the prisons to be processed. 

The arrest was carried out cleanly, swiftly, and by the book.  I positioned myself between the bar and the outside area to ward off interference.  The arrest was publicly condoned by the Indep and Justicar Leona read Khazeet his charges.  His goods were confiscated and Namer Kotaro handled transporting him to the Barracks.

There was very little opposition to this arrest and none of it violent.  One Indep dressed in purple was disinclined to accept the arrest but did not take actions beyond speaking publicly.  Multiple people expressed sentiments of concern, especially once the Efreet started to make a scene. 
However, the only one worth mentioning was a member of The Fated who insisted on being as disruptive as they could without resorting to violence.  As we departed she stated that she intended to tax us, to which she was informed by Justicar Leona of the proper legal means through which she might do so.  Said member of The Fated proceeded to follow us to the Barracks where we were transferring custody of Khazeet to the Harmonium.  I informed the individual that we had a warrant for the arrest, were authorized to carry it out by the Free League, and that if she wished she may dispute the case in the City Courts.
We left the Barracks at this point to debrief inside the Prisons.  Afterwards, we found a scene a lobby wherein the Fated member was endeavoring to attempt to lay claim to the confiscated goods and two members of the Bleak Cabal were interested in obtaining them to use recreationally.  They were all informed by Justicar Leona that the items were being held in our custody to be transferred over to one Factor Aidan of The Fated.  Undeterred, the poorly-mannered member of the Fated claimed that they would attempt to take the goods regardless under their own authority, which they were also informed was insufficient.  However, upon wandering around ineffectually and being unable to locate the items they left after taking out their frustrations on the lobby desk.

I expect that this particular person who claims to be a member of the Fated may not actually be a member of the faction as they claim.  I also suspect that it is highly probably they may resort to violence against us in some way in response to the events that took place.  It is my belief that we may soon find this individual in our custody if she does not end up killed at the hands of another sooner than that.

Status report on the arrest assignment of one known as Khazeet by recollection of myself during my on-duty order by Justicar Leona.

Upon receiving a preliminary briefing on the task of the arrest, I arrived to the prison to rendeavouz with namer Daniss, and Justicar Leona to receive our objectives. We were supposed to locate and inquire with one of the members of the Independent League to oversee the apprehension of the efreeti. None too soon did two more members of the Mercy-killers arrive at the prison in the company of a dwarf named Brezik, which Justicar Leona had a very firm talk with to assist in the venture and he complied under her convincing tone. The walk to the establishment later on in full escort of the entire group was quiet and the bar mostly deserted until namer Daniss stood in front of the entrance to bar off any who would intrude and disrupt the assignment. Justicar Leona had covered the south portion of the bar, and I took the north flank to prevent Khazeet from escaping from the side.

Thus, the Efreeti made a commotion, yelling and protesting his arrest, as one tagged as " Marf " walked in and started insulting and vocally assault my colleagues and myself, along with Kazuko Yudeoshi. The scene was evolving quite rapidly as more planewalkers arrived on the spot and started questioning our authority even though Justicar Leona has provided a warrant for the arrest and the confiscation of the stock the Efreeti had within his establishment. I advised to make the arrest swift. A moment after, Khazeet was brought into custody by the group and escorted to the Harmonium barracks. The escort in and of itself went fine, with no disruptions, as the two colleagues brought the confiscated goods returned to the prison along with the dwarf.

Upon reaching the barracks, and handing over Khazeet to the Harmonium, the one afermentioned " Marf " arrived shortly after us inside, and started making another scene, demanding the goods to be returned, and insisted on fining the Justicar, and the namer along with myself, to which the Justicar replied to take the bill to the prison to be paid in full, as we went on our way back to the prison for a debriefing. Just when we thought it was over, Marf followed us back to the prison along with Kazuko to again cause a scene, claiming to have the authority to relieve us of the confiscated goods without any proper paperwork, rank or admission from the proper channels within her faction she claimed to be a part of, the Fated. Ultimately threatening to steal the goods to which we confronted without fail that they would be placed in our custody if they attempted such. Ultimately backing out from her threats, the duo then went to the exit and the entire debacle reaching to it's ultimate conclusion.

A note of commendation I would like to give towards the Justicar, and the namer within our strike-force for efficient and quick completion of the task under the circumstances and the relentless gaze of the public. It would not have gone smoother, given the location of the arrest, and the prominent figure within Sigil and the number of planewalkers present during our assignment.

A notice is sent to Justicar Leona from Factor Andor's office. The note is addressed to the whole unit deployed to the bazaar on the day of the arrest.

I have read your reports of the operation in the Bazaar.. Excellent work out there, and good job keeping it clean.

The questions seem to have slowed down, though the matter isn't quite over. The Mimir Killer himself may yet be at large, and is likely to retaliate over his asset being taken. I also suspect an attempt on Khazeets life may be made before his judgment and sentencing, so advise the Harmonium accordingly.

Speaking of our allies, although this act will likely have earned some scorn, as usual you are to continue giving them our full support when needed.

As for the Fated; we should expect a certain Namer Xass, Badge number 0015842, to report in for the audit. The Fated agent you all reported encountering on the day of the operation, as you all concluded, does not seem to have been sent or endorsed by their Factors, and so is to be  denied access to the supplies till otherwise noted.
