I assume as this message was spread through SIGIS and not an internal memo that you are as surprised as I am.
Of course SIGIS cannot be trusted yet as I was at the meeting leading to this raid I know that the Harmonium was already planning a move like this and so I must assume that my concerns and warnings fell on deaf ears.
Assuming the Harmonium did what this article hints at I want to reassure you that I will stand ready to support any action dealing with the Harmonium's potential betrayal.
They are bound by Sigil's laws, as are we. If they are no longer following this laws they are unfit to enforce them.

Of course Julius accepts this invitation to discuss this strategy and as soon as his duties allow it he asks for a meeting with the Factor.
He even bothers with wearing the full uniform- something he rarely does as broadcasting his affiliation is something that scares away his usual quarry. Tugging on the plates and straps, clearly not used to wear other heavy armour than his Mechanus Gears.
Knocking on the door of Arwyl's office he tugs on his cloak again and then waits for the permission to enter.

Arwyl opens the door inviting Julius in. "Come in Julius." Inside Arwyl takes a seat at his desk and he gestures the small couch. "That is alot more comfortable than the other two chairs in here."

He looks at the couch, then down on himself, noticing the mix of heavy, moulded iron plates and maille covering his body and he smiles at the Paladin.
"Sir, as you know... sitting in full plate is never relaxing and doing so on this couch of yours would just ruin it. I take a chair if I may... thank you."
Pulling a chair closer he sits down, folding his hands on his lap, his posture calm and confident.
"Why all this trouble? Why moving them to another plane?
It cannot be because of security reasons as there is nothing preventing an anarchist Striketeam from travelling to Arcadia.
To be frank I think our prison here to be a place much more secure than their reeducation camps.

"Well, Cassidy has a good idea and it puts us on the forefront. A chance to strike back and go on the offensive, as a group rather than an individual faction. They are being held in Arcadia as a preventative measure. If they aren't in Sigil then we have a less likely hood of someone scheming to break them out or cause damage with that in mind. Them being held in Arcadia gives the appearance of a tough non holed barred move. That strike force into Arcadia will have one hell of time and a harder time than one in Sigil.
They all will have their fare day in court. Do not doubt that.
As for the leak, you know the Anarchists have their spies, they will get wind of what's going on sooner or later. The leak is just us controlling when they find out. Now they know the Harmonium busted in some doors and brought down a safe house. What they don't know is that the Fraternity and the Mercykillers had an equal stake.
They stay focused on the Harmonium leaving us to do what we do best without the extra attention i know this group is going to bring."

"Last I heard was that not all natives of Arcadia are happy about the Harmonium presence there. Yet I doubt the Anarchists have what it takes to exploit that weakness.
This is a dangerous gamble. Lets hope it succeeds."
Getting up he the straightens his cloak.
"Thank you for your time, Sir. If you allow I will take my leave."

Julius salutes and turns, leaving the room.
Back at his quarters he changes from his uniform into his normal clothes again. He is pocketing the cube that is his armour and then checks the curved knife he wears by his side as the only visible weapon.
Then he resumes his duties- justice always has work for his blade.
