Lately Bill has been keeping close to the shadows. He has been observing all the cells he is aware of, those he has access to and, more importantly, those who openly support him. He has taken on various identities and disguises and has monitored gatherings in the Hive and impromptu meetings by supporters every chance he gets. HeÂ’s been spending an abnormal amount of time doing thisÂ… and heÂ’s been looking for one thing.

Someone like him.

Bill was getting older and he was growing weary. His body still worked fine and his mind was as sharp as everÂ… but he just didnÂ’t have it in him anymore. War was a young manÂ’s game and he was no longer a young man. The revolution was teeming with two types of people. The young; strong, idealistic and visionary. These were the people he admiredÂ… the people he always aspired to rally. The other typeÂ… the older ones, bitter, soured by loss after loss, hard in their visions and unwilling to bend in their actions.

He was quickly becoming the latter.

So he spent his days scouring the channels and cells looking for someone of youthful outlookÂ… but of wise and tempered view. Someone who he could mold and train. Someone he could hand his pistol to and permit to take on the name Phoenix without fear of the name being sullied or perverted within the revolution.

It wasnÂ’t going to be an easy taskÂ… but he would keep on looking. Hopefully someone would stand out and catch his eye.

Amidst his scouting, Bill stumbles upon one report, a description of an anonymous individual that Bill immediately recognizes.

Enemies: 

Dustmen- Infiltrator 41 reported an occasion when an unauthorized figure inside the Mortuary (unaffiliated with the Revolution) was caught inspecting dead bodies, galvanizing an alarm and a brief chase through the Hive into the Marble District where she evaded Dustmen pursuers. That very same night, eyes in the Grey District right outside the Mortuary note a female figure using magic to expedite her escape from 4 Dustmen pursuers.

Invaders – during one of the portal-opens where she happened to be present (and was being trailed by Revolutionary Intelligence), she was seen flinging fireballs into the vicinity of the portal through which the green-glowing invaders arrived.

Sighted: Seen on the streets around Lot’s Lane around antipeak when few other bashers are out save the local thugs, Collectors, and harlots. Often walking briskly or running.  Some of the eyes in the Hive note that she usually emerges at night from a sewer grate, though at times she’s been seen emerging from portals in the Bottle-and-Jug.

Abilities: Is an adept user of magic, and has been known to utilize numerous spells throughout various encounters and observations.

Contact with Faction: Several reports emerged of scouts attempting to stop and question her in which she used magic to get away, while a single report emerged of her outright murdering a Revolutionary who was questioning S.I.G.I.S paperboy Jemeo. ItÂ’s unclear why the murder was committed, though speculation ranges from the murder being a protective act (the Rev was extorting the child for a paper, or asking too many questions) to it being an outright attack against the Revs. Operatives who traverse the network of tunnels in Undersigil also noted her presence, and for the most part left the anonymous female stranger alone.

Revolution Intelligence – Hive (RIH)
No, she would likely not be his successor; having criticized Bill and his ways on numerous occasions. Still, she may hold some degree of savvy regarding activity and individuals that might either point Bill in the right direction towards finding a successor, or perhaps even - reigniting his fire once more.
