A runner delivers a message to the Hall of Speakers. Or rather, two letters.
The first contains a request for a matter of civic development to be put on the docket for the next session of the Hall. A dossier of the proposal to be voted on is submitted with the letter.
A separate letter also requests a meeting be arranged with a representative of the Sign of One. This request appears to deal with the same proposition for the next council, and comes from Factor Dace Andor.
