The recent growth of razorvine cannot have escaped your notice.  In order for the city to function correctly it must be addressed.  To that end I would like to suggest that clearing the razorvine and contributing to the well being of the city may aid in the rehabilitation of some of your lower security inmates.  To that end I would like to formerly request they are put to this task.

Julius reads the letter then forwards it to his fellow Mercykillers, deciding to leave politics to those who care about.

Merium Pinklily, looks over the letter, "hmmm, I do see the potential in forcing Prisoners to deal with Razorvine, there lies in the problem of giving these prisoners tools to succefully complete the task, and some of these tools I'm not willing to give prisoners, Low security or not. If we do do this I suggest it as a punishment duty and have the chained up pulling this stuff out of the ground by hand, That certianly would be an interesting lesson now."

Leth goes around in Sigil, and begins play with the current patrols and also inviduals, using a set of 5-6 mimic and shape to avoid the interest of others, while uses her power (SD and illusion magic) to conceal certain razorvine populations from the killers' eyes. Those 2-3 spots are well hidden and let razorvine prosper nicely.

Hopefuly this leads to some fun, even if Dabus will solve this, they are currently busy somewhere...

To avoid arrest she dispell the traces of her own magic after it's safe again for "Spikey".

*((granted that such powers and magic work on plants, cause i honestly dunno, so confirm me or not)) leth would have to cast the invisibility as persistant, since otherwise it'd last too few to hide the vines long enough to spread safely, unless she wants to go and renew it like each 30-60 minutes...
so the razorvines situated in quiet and hard to reach spots and made invisible would have easy life growing, going to invade those spots full soon*

Charae read the posted letter from Caterina and penned her response.

Sometimes Justice must be met with a creative hand. I will pick a couple of Namers to assist me in this regard. For those of minor crimes, their sentence will be to dig up the razorvine with a few tools. To ensure the criminals do not attempt something foolish, they will be clad together in irons. I'll have the Namers take shifts escorting the prisoners from section to section to clear out the razorvine. If any criminals even attempt to escape, they will know I will personally hunt them down.

((SD powers means manipulating shadows and generate lack of light on certain spots. With that she can conceal some spots for a while, avoiding patrols' interest. After a while need magic, Leth got perma invis and mixed with the other technic could work. After more while she will concentrate on certain plans and spots and will move on the shadow plane (hided) and guard on that few meanwhile asking help from fellow Xaos distracting patrols on the area helping her.))

Leth let spread the word amongst fellow Xaos that there is a "Spikey's fun day competition" and who can help raise the bigest vines without catched and prisoned by pacman guards, will win a "smile of the year" award. Who can decorate best the vine earns more bonus points!

The word spreads on secure chanels under Xao communication form, hardly decryptable.

her fellows xaos pay heed to her, but they pay heed in different ways:
-going around, find the bigger vines, take them away for display
-actually trying to breed bigger vines by feeding them all sorta shyte and idiotic
stuff, maybe that something happens
-making carnival like chariots covered in vines
-making ''clothes'' out vines
-picking vines, going before harmoniums, swaying vines and arses before them and
then running away without being caught until the lobsters give up out of fatigue, or
until they catch them and kick them in jail
-setting up decorative vines about buildings, like under ''christmas''...xanta claws
would be happy. complete with lights and candles
-faking being bushes of razorvines (like when one plays the role of a tree at
school-play) and eventually getting chopped for mistake (or not)
-trying to cook vines in edible ways
-playing versions of classic outdoor games using 'vines ( painful, but funny)
-getting bored about 'vines
-attempting to teach 'vines to dance and sing
-ignoring leth
-trying to use razorvines branches as current value
-watching (staring) to 'vines sprouting, growing and decay (if such ever happens)
all along the process
-joining anti 'vines groups , but probably making a mess out of it anyway
-bothering dabuses who try to clear the 'vines, and likely doing a bad end soon
after
-building clockworks
-keeping smile stuck on the face for a year from now, cause they are smarter and so point at the prize directly
-sticking a fake paper smile on the face, the even smarter ones. less tiring
-trying to gather in one place all the people called ''Spikey'' or ''Spike'' they
can persuade
-trying to gather in one place all the people with the same names they can persuade
-going to sleep (maybe hoping to dream about 'vines)
-going to sleep (maybe hoping to dream about Leth)
-trying to decrypt leth's message
-wondering who leth is
-flirting with leth in a way only a xaos can (whatever it may be)
-getting the chance to start living a normal life for x time, whatever the link
between this and the contest may be
-eventually accessing to guvners offices (hardly) and eventually causing new unknown loopholes...
-hanging from lamp posts
-getting drunk
-getting drugged
-getting laid
-the three above but with Leth, eventually
-becoming factol(s) of the xoasitect
-losing status as factol(s) of the xaositect
-behaving the opposite of how they behaved the day before tomorrow
-solving the 'vines crysis mentally but then forgetting it completely and forever without having it written anywhere or told anyone
-invading the streets in great numbers
-eventually and unconsciously offering cover and distraction for other more organized and ill intended groups or factions
-try swapping door locks they come into as they randomly walk
-misleading cluelesses around acting all serious like
-actually cleaning some streets off the 'vines
-eventually dumping the aforementoined 'vines (still quite fresh) in front of the
harmonium barracks (or somewhere similarly orderly) and try to flee afterward
-doing nothing at all
-(trying to) join another faction because
-eventually convincing a baatezu to sell its soul to them
-going on a killing spree
-drawing graffiti, then build the wall
-mimicking leth
-mimicking each other (which means they must mimick the other mimicking themselves as they mimick the other who is mimicking themselves and so forth)
-(a few of them?) declaring an improvised war to, say, the ciphers
-ending the eventual war with the ciphers once they are in front of gymnasium gates because is tea time (or due to anything else). nothing happening at all then.
-causing endless and pointless lines in bazar's shops, as they won't really buy anything, even stealing each other's spot in said lines, which bring to quarrels (as fake or convinced as they may be)
-meeting at Quake's tavern in the hive, see how the place is called and looks like
today
-brawling where it happens
-make people go barmy in general
-not paying heed to leth but coincidentially doing any of the things mentioned above
-and so on and so on

((well, one might argue all this above is kinda exagerated, though many of these sound like routine for xaos :P ))

among all this, which may take days, those invisible razorvines would have grown enough to spread beyond the said quiet spots, eventually invading passageways or wrapping up buildings, unseen to most eyes.
some basher might find him/herself stumbling or not into a few invisible razorvines then

///@ whoever decide to lead one of those anti vines group in the streets of the city: please, if you can, let me know more precisely how the prisoners would be equipped, dressed and binded to be able to clear razorvines. i understand clearing vines is a punishment in any circumstance, but it can be deadly too. ofc doesn't imply the guards care if some of them prisoners might accidentally die, but still i'd like to know.

also, if you have the time and will, invent number and brief description of the prisoners
chosen, and maybe the crime they committed. after all the usage of them will have to
be notified to the prison, so in form of a brief message to warn whoever of
competence for handling prisoners out.
thanks///

The prisoners would be led into the streets by a squad of six Namers, including the Factotum Charae. The prisoners are for minor crimes (practicing without a license, public misconduct, etc) and their sentence is decided to be something of a community service. They're given small hand tools to dig up the razorvine, which is dangerous in that of itself as razorvine grows under tension and snaps back when broken. Their linked together in a single chain. Their dress is in typical prisoner garb.

Charae brought the squad of six into the briefing room and instructed the Namers of their assignment. They then left early in the day and began clearing the Lady's Ward first before making their way toward the Clerks. Their goal was to clear as much as possible before the evening when they would return the prisoners to their cells.
