Overwhelmed by the stacks of paper and all of the demands, Rylif grabs clerk by his elbow before he gets a chance to run away again. He then smiles with a wide smile and says:

"Don't you think it's a bit excessive amount of paperwork and requirements for filing in an official complaint? So how about you ask around and see if there's a way to expedite the matter and reduce the amounts of paperwork to realistic sizes? I mean before one of your faction's treasurer's finds out which department is responsible for a decreased amount income this month? Budget cuts are such a pain, I imagine..."

While we appreciate your concern for funds that might be withheld due to our desire for procedure and protocol, you must understand that there are laws within this city for a reason. It is to maintain an orderly and lawful society. Without these laws your Faction would not be able to collect any taxes to fill your coffers at all.

Seeing as the threat of having our required share of tax revenue reduced due to your not wanting to follow protocol and procedure, I see little choice but to heed your warning and apply the following precautions.

Starting tomorrow I, along with several of my co-workers, shall set about drafting a set of new laws concerning the collection of funds from the public gained by the Fated. It seems that there must be an imbalance of allocation that is being controlled by your organization and driven by your insistence that your Faction brethren need not follow the rule of law during your duties to the city. I shall make an effort to ensure you get the credit for this great movement of “re-allocation of taxation revenue” that will ensure the other lawful factions enjoy a much greater share of funds than they do now. Once the laws are passed by the council, a task I imagine that will be made much easier once the other members of the council realize their share is about to increase, I shall be happy to set about creating a more simplified form system for your Faction to facilitate the slights to your reputation and collections. Do understand, though, that creating a new form system will take, potentially, years so you’ll most likely not see any benefit come from the reallocation shift for some time. Once the reallocation laws are drafted, I’ll send a copy to your Factol for final notice. Do understand it is procedure to inform him that it was you who was key to instituting this move towards a fairer taxation allocation system as we would not want to be accused of “stealing your thunder” come promotion time.

after reading the letter received, Rylif writes down a reply and leaves it to be past on to Garen Seph and walks towards the exit.

Good luck throwing empty threats around. If what you were threatening me with was doable, your faction would've pulled it ages, if not centuries a go. I'd also imagine there were much more serious reasons through the centuries, than one tax collector trying to see justice triumphant.

So how about we all work together, for the sake of benefiting all of us?
