The letter is written on paper showing the Harmonium's watermark but there is no rank given. A quick investigations would reveal that Colus Bern often works with the Harmonium as a liason to the other factions in Sigil.
His skills are of diplomatic nature and he was counseling the witnesses and their families as well.

I can confirm that Bern is working closely with the Harmonium in this matter.

Or investigations also confirmed that the Genasi woman who's name escapes me now is gone and the more time passes the harder it is to remember her. Oddly records made after that incident do not change. Traces of an temporal anomaly have been found at the Genasi's last known location.

There were two witnesses present, a godsman Factor Ta'Kan and a woman identified as Siniope as well as the other survivors and a cat that  bonded with the Bleaker.

As the 446th is already registered and known I fear the layer in question is a different one- volunteers searching for hints with the help of the survivors.
