Not sure what Mimi's intentions are here, but its quite normal for a PrC to stop the ability to get a base class specific feat.
Yes, it also prevents Mystic Theurge levels from letting you qualify for the feat as well... it's per design... it gives pure-ish warlocks some benefit they keep for themselves
Well, first of all, warlock 16 / fellblade 10 is quite attainable.
Secondly, the weirdness comes from the feat, not the class. Instead of specifying "can cast 9th level spells", it specifies warlock levels. I'm assuming that this is because feats don't read invocation levels properly.
Loving the new *cough* Book of Weeaboo Fightin' Magic *cough* fighter feats :) Might consider even rebuilding for them, haha :D
Though I wonder, are they classed as Swift Actions? A lot of the really short duration ones would be a total waste if they standard actions which you couldn't even benefit from because your round would thus be consumed.
Still, I'd give the I-II feats a bit of look -> 1 round Haste is not exactly amazing.
Though Fellblade's core stats do look rather imbalanced on first glance... d10 HP, High BAB, 2 high saves and 8/10 CL...
Yes they are swift actions (although as I understand they still cancel the rest of your round if you activate mid round, so some timing might be needed to not lose an attack or two)
Fellblade isn't that different from Eldritch Knight in that effect, and picking a pretty bad invocation on the level that has 3-4 really great ones is a powerful downside in itself really.
