Emila watches the drow bicker. When there is a break in conversation even for a second she stands up and claims the floor before another reply is thrown back.

"Let us recap. It will allow me to answer the questions asked by the Sensate delegate who does not seem to have the faintest idea what is going on."

She looks over at Sasha

"I sympathize it is getting difficult to follow. At the cessation of the conflict that saw The Doomguard take up their current role as Sigil's armourers they signed a pact where by they pledged not to instigate a war in Sigil again, in return they were given the right to distribute weapons in The Cage. They feel that The Triad's recent attempts to procure arms from elsewhere infringes upon that pact."

She now addresses the room again.

"The Godsmen raise a point that we cannot stop independent smiths from selling weapons privately and I must say I am forced to agree with them. Would The Doomguard however accept an arrangement where by all officials who are issued arms in The Cage must be equipped by The Sinkers? And in recognition of their roll as Sigil's Armourers they are permitted to set a tariff which will set pricing and regulations for all arms sales in Sigil once it is passed by The Hall of Speakers?

She turns her gaze from where it now rests on The Doomguard to address the Triad.

"Members of The Triad may be about to say that due to a past conflict they found it difficult to procure arms from The Armoury. I would say this: that conflict is ended now, and the order and stability you wish to uphold is best served by making peace and not allowing old wounds to fester."

She sits back down.

As he was goaded further by the drowess his pupils nearly drowned in his bleak ghastly cyan eyes. His unatural pale face distorted into a furious snarl.

"Who ever handed you that position is the greatest fool in this city. And when you consider the speed at wich you rose through the ranks thoughts slants to the bedchambers or bribery rather then merit. You break the law when it suits you and care nothing for what is right or wrong by the decree of law. You saw the agreement faulty so you chose to break it on your own accord. Why don't you tell us about the experimentation with the Styx water to a certain Sensate? I have a tale of my own I'd like to share. When I was lending my help to a dear freind of mine to make her transform into her true self, a red drake. Of course it was to transform her into a creature of destruction rather then her meek form she had at the time but that is not what is important. Charae assisted me in fettering her quite illegally and even resorted to torture she was lucky I was there to prevent it. Is this the hallmark of a champion of the law."

"Trying to get a non-legal side agreement here outside of the proper canals just show how ill fit you are."

"I remember the whole affair quite diffrently while under the safeguarding of the Harmonium I was framed then assaulted within their very compond. The outpost burned down as a result of my escape from your murderous hands. I was left no choice but to defend myself. Yes there was buildings raized and ablazed during that chase but remember the Doomguard was never offcially a part of that. Your forced tried to murder me. No words just simply charging at me."

"You will have nothing out of this drivel! It bodes well that you admit you broke the laws as you saw it fit howbeit."

He turned to Garen again with a darksome gaze and vibrant hostility.

"Outright lies. The Pact inculde all arments of officials in duty. Perhaps you need a dictionary. I never claimed all smithing in the cage to be our sole right. You repeat yourself and so must I. No alterations to the standing Pact. Gainsaying us will only further cement our conviction and resolve.Many at the armoury is far less interested in keeping the pact unbroken and would revel in the prospect of war. For a doomguard nothing is better then less. I am in a unfavourable disposition to defend the peace of this city yet if you honour this agreement the warmongers will simply have to wait. But perhaps this is what you want Garen a fullscale war? You don't have the authority to change this Pact. I don't have the right either. It is for us to abide by or break no words can change that."

Without a formal consensus on what the Pact include exactly Word by Word this ain't going anywhere. This is nothing a Doomguard would be ignorant of especially not one that have been a part of it for several years like Mauric. And shouldn't be decided by one player's vision of what it is either. I suggest consulting the sourcebooks or A DM to draw up a homebrew version of this Pact for the server.))

Sasha hesitantly raised her hand after Mauric's outburst:

"I have a question - do we know for sure that the pact, whatever it says, has been broken?"

She worked up the courage to look Mauric in the face.

"Are you accusing someone of breaking the pact? And if so, who? And where? Or do you just want everyone know what will happen should evidence arise that the pact has been broken?

"Because if something has happened, then we can work towards a solution. If nothing has happened, then I guess we've all been warned, but there's nothing really to be done here."

As her fellow Factor whispers in her ear, Factor Sixthfinger simply gestures vaguely to Mauric and Garen as they give their replies, as though their words are sufficient to answer the whispered query. When both are finished with their remarks she speaks up briefly.

"Glad ta hear tha' ye boys seem ta be on tha same page. Perhaps a copy o' tha ol' Pact coul' be dug up an' copied an' posted in Triad headquarters an' the Armory...so tha' confusion based on ignorance kin be avoided."

She chuckled and sighed.

"Well unless folks still got issues wit this Pact business, I'm curious ta hear wha' issues tha Sensates 'ave ta bring up."

"The Mercykiller's only issue with the Sinkers at this time is the murderer they currently hold. Mauric knows the one I speak of. So long as the Doomguard respect the laws of the city and have that individual answer for their crimes, the Red Death has no issue with the Pact."

"Unfortunately, Charae, one matter is not connected to the other. The pact is is seperate entity forged long before you took the oath to your Faction. If you wish to press the matter of the investigation, I would suggest opening an official complain with the harmonium once we're done. The pact will be upheld as it was written. As a matter of contractual law, this is non-negotiable."

"I've nothing to add but to say I agree and this. This is probably the first step to muffle those independants who believe they can ignore us. I'm not talking about the Indeps' who are a faction in their own right. I think the next measure would should forbid weapon crafting, this includes enchanting as well for people who do not belong to any faction. This way we'll have a better way to keep a watch and control illegal weapon trades."
