"When was the last time a major contingent was re-armed with Doomguard weaponry?"
"Imported weaponry is the only answer to the rift caused by those questions. Nothing better than common smugglers with no regard for the common weal of our city and our productions. "
"I cannot stress the seriousness of this issue enough. It will not be ignored in the future or what you see as threats will become reality."
Turning to Emila afterwards.
"I am not demanding a monopoly of weapon production in Sigil, that would be harmful to us all. Of course the Godsmen will be allowed to both forge and distribute."
"It is the armsbearing officials that concerns us yes. Those terms are in agreement with the Pact and fully accpeteble by us. As Ra'zeth said we alredy work closley together with taxations of arms and would suffer very few complications. This with the guarantee that should the armoury fail in the delivery arments within a reasonable timeframe which was prieveous agreeded upon arments may be brought in from elsewhere. That would please us all. The takers will have their taxes the triad their weapons and we ourselves a undisputed role within this city."
Looking to the gathered giving each a brief glance he spoke anew.
"The dead speak as wisly as true. It would put matters to rest and you will see the Doomguard appeased turning much of the old hatered into something destructivly construtive as was the reason of this summit."

Several hours after the original request for the Blood Pact had been made, and aides had been sent to fetch the requisite documents, one very tired looking halfling reappeared with a huge pile of papers. He was followed by a few others, who carried equally large stacks. The halfling administrator climbed up onto a conveniently placed podium, slammed his bundle of documents down, cleared his throat, and did his best to look officious.
"We found the original!" he announces, looking very pleased with himself. He then instructs his helpers to start handing out their stacks of documents.
"Of course, you're not being handed the original, it was practically falling apart." He looks to the other Guvners present " - I put in a request for magical preservation."
"Now! Ah, yes, if you will all follow along, on page one we have the vote to rescind the faction status of the Doomguard - oh my, look at all those signatures! - followed by an addendum suggested by Factol Skall of the Dustmen saying that this vote may be rescinded if the Doomguard agree to cease hostilities.
"So! Turn to page four, where we have the actual Blood Pact: 'In the light of the horrible carnage caused by war, and threatened by - ' hm, I feel like page one covered this. . dum de dum. . .skim to the bottom of the page! There we go ' - The Doomguard do hereby swear never again to instigate or wage war within the confines of Sigil; in exchange they shall keep their spoils of war - namely, the Armory and its accompanying grounds - for as long as they shall keep to their oaths and remain a faction in Sigil.' As you can see, it is accompanied by all the regular signatures, and I trust it matches the records in the Armory." The halfling nods in the direction of the Doomguard delegation.
"Note the lack of any mention of arms or trade agreements in the Blood Pact itself. But! Lest we miss something: on pages five and onwards, we have subsequently made trade agreements made by the Triad, with the Doomguard. The earliest is dated three years after the Blood Pact, between the Fraternity and the Doomguard, for the arming of Bailiffs. And here on page ten we have one between the Mercykillers and the Doomguard. Finally, on page twenty-four, we have the first pact between the Harmonium and the Doomguard, dated a full fifty years after the end of the war.
"Continuing on to page thirty and beyond, we have. . .no wait, this is about the depopulation of wyverns on Oerth. . . " He turns to the closest aide, "I told you not to copy that part!"
He clears his throat again, "Regardless, I trust this sheds some light on the subject."

She quickly scribes down a note and folds it neatly "Woo! We can finally move on! Chivs for everyone and forbid smithing, trading and enchanting from everyone but us! Especially the indeps, who dares to control the Great Bazaar!" she cheers, then charges to hug the adminstrator halfling and give a peck to his cheek. "My hero!" slipping a note to the halflings pocket. [Sleight of Hands 19 + 1d20] patting the said pocket, no matter how awkward place it may be in, then sashays back toward her seat.
Takes a stack of notes from her still existing pile and takes them against the table "Next subject! Lets talk about the Hive situation... I mean have you seen the Hive people? It's basically this guy."she turns around her stack of notes to flash the sketched picture as follows to everyone.

"And the entire history that his face represents. And I just want to be clear that this guy -" and she gestures at the picture again "- is having a really good day. That is what smiling looks like in the Hive. And why shouldn't he be smiling? It is, after all, his sixteenth birthday." nodding rapidly a few times with a deadpan face then says toward the picture "So happy birthday Noll, you're the best!"
Finally plops the stack of papers on the pile again "What I am getting at is this; the Hive is boring as all Hells, we should make more tourist attractions there where the local gangs can profiteer from the tourists ruthlessly. Everyone wins! The Hive economy is improved, it looks prettier and the Harmonium gets more excuses to investigate around."

"It would stop trade empires from without to ever get a hold on our local produce. Note that this do not inculde raw material such as ore."

"I see no hinderance to the Xaos organizing such trips into the Hive with present laws and regulations."

Garen jotted down those who backed Kala's motion and those who did not. He then continued
"Earlier our Sensate delegate suggested the addition of more festivals or holidays as a means to permit the people the chance to celebrate more often in the city. On that note, I suggest that if we can all agree on such a thing, we put the motion through to the council on opening the Festival grounds another two times in the year so that the people can partake it more often. Attached to that, I also suggest we place the timing of these new festival days, perhaps even all three, in the hands of the Xaositects to call when it suits them."
