Xander took a seat among his own ranks within the Guvners. Timely at that. Listening intently to all things mentioned and proposed. Largely the aasimar was unaffected by the proposals and maintained a quiet demeanor. At least up until the Fated Factor stood up and brought their own motion to the table. This managed to earn a small hike of his brow in interest and even a shred of surprise.

As he continued to listen to the suggestion his head began to tilt to one side as the information began to soak in. His thoughts riddled with sarcasm for the moment on how so much easier his job would become. To where the fulcrum of all inquiries would rest largely upon where a crime was committed within the city to determine his degree of engagement. Then considering that three fingers in the pie clearly wasn't enough, may as well add a forth. And of course woe to the poor souls that shall rely on the due process and the protection of tax collectors to administer their justice.

A small scenario played out briefly in his mind:

"Oh, so you were robbed in broad day light with about seven witnesses to testify? Very well, just sign here, and here, and.... here.. And there is a small matter of processing fees to consider for yourself and, of course, all those witnesses who would be willing to spend faction wages to support your claim and administer justice to protect your well being"

He then considered for another moment how several different factols and factotums, including those within the Fated, had approached him inquiring on legal council. Surely someone has their work cut out for them.

After the play in his mind, his expression was one to represent being unimpressed. And considered the absurdity of the entire notion. While dramatic in his own mind, he considered the very real threat of the merchant ward falling into eventual utter chaos. Then the headache began to pound as he thought of who the public would look to to sort the mess out in the end.

Visibly, his chin lowered as his hand raised to rub the bridge of his nose while his lids remained closed and his ears open to whatever other suggestions might be presented. Finally lifting his head to his immediate peers, he muttered quietly...

Perhaps... we should start looking for that dolphin now.

Charles whispered something to the young lady snuggled up to him and idly pointed to the council (general direction). She smiled coyly and giggled slightly. he gently kissed her hand and turned again to the session. It was beginning to be a very good day

The drows outburst certainly caught Dace's attention. Not so much because he felt the need to counter his rant.. more that he was starting to wonder if anyone in the Society actually spoke to each other before attending a council meeting in the Hall.

He looked over at Quinn, a small twitch in his eye betraying minor irritation.

I would like to offer another idea, though not far from what we are currently discussing, if it's alright?

*She continues without pause*

Rather than turn the Bazaar over to the Free League indefinitely, if it is the will of this council to do so at all, turn it over to them on a trial basis. One month, thirty cycles, to show their capability. In that time, the Harmonium will be able to focus on whatever administrative tasks they deem fit. Though I think a mutual partnership on this front would be a better idea.

*She takes a breath and begins, it's quite evident that she's thinking this through as she's speaking*

Rather than get rid of one faction or another, why not have the Free League work in conjunction with the Harmonium. The Harmonium arrests, and helps to put down any violence, while the Free League takes evidence, witness statements and makes the recommendation for arrest to the Harmonium. Both having to work together in order to gain a goal. Now, I know there is nau love lost between the two factions, and really there is justification on both sides of that, however the point of government is not to get along with each other but to take care of the people that depend upon it, and in light of such a lofty ideal both sides should be able to find amicable ground in which to base a foundation for partnership.

*She looks around the hall for a moment before continuing once again*

And, in order to help maintain that balance, a council can be formed in which a representative of all four factions will meet weekly in order to maintain the order we all deserve as citizens of the Cage.

*She finishes speaking and retakes her seat, not looking like she cares how popular the idea is or isn't*

At that explanation, the Doomguard drow laughed out loud.

"How more condescending can you be to the poor ol' Indeps? 'Ye can watch over yer playground, but we'll stick around just to be sure'. They 'ave the right to appoint their own guard and as recent matters 'ave showed it, they clearly want nothing more to do with ya or your Lobsters. There's no point trying to keep a forced marriage alive, when one side is goin' fer the divorce, ehh?

As for Councils, we have one to defend each faction's rights to their own Hall, a council we voted in in this very hall, am I not right? Yeah, bloody useful that has been when the Harmonium merrily took over the Signers a couple of years ago, innit?"

As the Guv spoke, Charles rolled his eyes slightly and smiled to his guest. He whispered in her ear and nodded towards the Drowess, a playful smile on his lips. She smiled back at him as she looked at the Drowess before returning her gaze to Charles.

He would then lean forward and whisper something to one of the Fated members sitting in front of him, a slight chuckle shared by both

*She doesn't seem much concerned with the responses thus far, she simply sits, having put in her own thoughts and spoken for her faction waiting for the next person of worth to make a comment*

Odette had sat herself with the Bleakers at the reconvene, obsidian badge pinned to left breast. In doing such, however, she looked generally as apathetic to be there as the majority. Pushing the tinted lens of dark shades further up the bridge of freckled nose, she took her seat and offered attention to quite simply listen; taking note of whom was speaking, outbursts and all. Even still, her head shook with some measure of pity for attempted synergy; several golden strands tumbling from bun with the motion.

Aleis sighed at the rather rude and outspoken Sensate namer. A mumbling to herself wasn't very kind, either, [size0]"Why do we let Namers in here?"[/size] The particular namer could probably expect a talking to from some of the other factioneers later.

Otherwise, she was quite happy with the results of the session. It seemed everything she initially wanted had come to pass.

Tahir sat silently listening to the conversations, despite having voted for the the harmonium, he seems only happy with the result and the counter offer proposed by the mercykillers but does not look exceptionally surprised.

When the second point of discussion is raised however this does seem to catch him.
He shoots his Factol a knowing glance given their discussion previously.
