Let me make a recommendation here. I use software called IrfanView for these, it's a free download and it' crazy-fast. It can be downloaded from http://www.irfanview.com/

1. Open the image in IrfanView
2. Image > Resize/Resample
3. Under "Set new size:", set the height to 512 and hit OK (or choose a different height if you're not going to take the entire height of the picture
4. Click and drag a 256x512 area on the screen; as you're dragging, it will show the size of the selection in the header bar
5. Use the arrow keys on your keyboard to position the selection exactly how you want over your image
6. Edit > Crop Selection
7. Save your new 256x512 image!
