"To no disrespect to those factions, but they are part of the problem. You have the undead abducting Hivers and subjecting them to drugs such as Agony, Doomguard openly collapsing buildings and killing Harmonium and then giving those murderers sanctuary, vampires that use the Hive as a feeding ground, and who knows what else. Giving the same forces that cause the Hive so much torment free reign not only makes no sense but will only increase the frequency of the horrors that take place within that Ward."

Garen listened to the proposal and the back and forth between those discussing it. After a good long minute he joined in.

Money will not buy peace, loyality nor better lifes for the hivers- indeed I fear it might just fill the pockets of those who choose to live there, those who enjoy a life of violence, to be free from Sigil's laws, who profit from misery and hide among those less lucky than they are.
The Hivers need no money, no pity... they need opportunities to take their life into their own hands, to prosper, to rebuild.
And they have to do it themselves in the end... they have to have the drive to work for a better life, to follow the rules, to cooperate.
If it is our money, our actions only then they will not change, they will only depend on our help, start to expect it, later to demand it.
And there will always be some who just love the opportunities the Hive offers now, who feel comfortable in an enviroment filled with pain, misery and decay.
So is the multiverse and Sigil, the town that is connected to all of it, is its mirror.
