Factol Hashkar is one of the first Factol's to arrive once the Emergency Session is called for. He arrives flanked by handpicked aides and advisors, then by those in the faction. He aides waist no time and set up several stacks of scroll and ledges on the table and one of the aides stand near the entrance and direct fellow Guvners over to a section where Hashkar has set up, near the front beside Pentar but not to close for their conversation to be overheard by anyone in particular within the hall.
As his cohorts and aides show up in the hall of speakers, they would find Factol Karan in a particular mood. He is wearing a plain leather outfit, setting cross legged tenting his fingers. It seems as if he has brought his serious face today. He sits close to Pentar and the Doomguads and one of his aides is holding a poster that reads "Make it rain candy again".
Factol Montgomery arrives, flocked by her normal amount of aides, advisers and guards. From her brief interaction with the other Factors of the factions, she greets them all, and seems just as surprised as everyone else in the summoning. She takes her seat in a empty row of seats near the back of the gather.

Krysstal eyes the gathering curiously, nervous as usual. Not many ciphers in there, but crowds? Doomguard? No, she lingers outside, and drifts off to scour the rest of the city. It's not entirely impossible it's some kind of distraction.

The Hall is filled, there is noise and chatter of a myriad of beings holding a myriad of ideologies. The doors open and In procession The Doomguard arrive. At their head a tall woman garbed in dark armour with wild flowing raven black hair crosses the floor and heads straight to the Speaker's podium. The Singer presiding over today's debate a slender Githyanki calls for quiet but it is more the presence of the woman taking the stand that invites hush to settle over the room. The Githyanki does not get a chance to introduce her before she speaks, and there is little need to do so. All but the most cagestuck of clueless would recognize Pentar. Factol of The Doomguard. Her voice is steady, carries well and given her reputation is oddly icy and calm.
"Ladies and gentlemen of the Hall. Many of you likely wonder why you have been called here on such short notice. I will not waste your time with preamble I shall get to the point. Recently three squads of my own Faction ventured into Undersigil, on routine demolitions training. Once there they were set upon by the forces of the Harmonium. Two of the groups fought their way free and it is only by that good grace of the gods that we have come to learn of these crimes. Another group was captured."
She pauses briefly both for breath and to gauge a reaction to her words.
"This overstepping of their bounds is not the first time the Harmoium has behaved in this way. We hear of merchants going missing, and unrest in the Bazaar caused by their heavy handed overbearing nature. Fostering unrest does not bring safety to Sigil. In my experience as a Doomguard and a force of destruction I can tell you it simply sets the fuse of powder keg that will erupt and engulf us all should it go unchecked.
So I will arrive at my point. I am here because I want you....
She looks directly at Factol Sarin and then continues.
To answer for your Faction's crimes. I hereby put to the Hall a motion that the Doomguard prisoners unlawfully taken are returned, and that the Harmoium will cede control of policing the Bazaar, a task they have proved time, and time again that they are not fit for."
Having said her peace Pentar sits back down to hushed whispers, some supporting wha she has said, others decrying it, the eyes of many present seem to rest on Factol Sarin looking for a response.

*Hushed whispers amongst the Harmonium, a scarcely seen silhouette* Blame it on improper training conducted by the trainers who quit. Mention the return of a war hero to fill the void. Don't let them twist words to hurt the whole faction. Where are their licenses for such training?

Within the chaos of shifting bodies and recent arrival of those in attendance, Odette seized the chaos of the moment to slip in through the door. The dull ring of metal and chain marked the movement of her footsteps, evidently the huntress believing such protection necessary for a meet of such varied beliefs, to seat herself quietly near the wall during the Factol's speech. Care was taken not to disturb the proceedings any further than necessary and once settled into a chosen seat. A nod is given in Tahir's nearby direction but it remains that there are no comments that pass through her lips; scarred countenance an impassive mask.

Sitting near the Athar Factors, Morthos smirks. He is well-pleased to hear that the Hardheads are getting some of their own brand of "forced harmony". After all, where has the Harmonium been when those who serve the Powers abuse the minds and hearts of their naive followers? Where was their ideal of "universal peace" when dead gods were raised? By the Hells, just recently, the Hardheads were mysteriously absent when patrons of Khazeet's were attacked. Where is law and order, when cults can rise at will and are only quelled when they begin stacking up deaders?!
