Mover Cass remains silent a few moments before speaking

"You both have good points but i believe you both still miss what I am trying to accomplish here" He hands a sheet of paper to both.

"These are the suspects we currently have about the recent emergence of a vigilante in the Hive Ward. It's cases like this that are truly disturbing. As it stands now, it takes to long to act on relevant information. We don't want to kick in the doors of the innocent or even those that want to cooperate. And at the same time, the troublemakers have a habit of relocating or simply leaving Sigil before we act on critical information. Both factors are well known.

I'm looking to form a division that deals with these issues. Results , with as little disturbance as possible is what I want. Kicking in doors is good if that is the target.

Nobody has room to say anything as long we get detain the guilty party. Shamus has the right idea but not so forceful. Just as lethal just as effective. I want a light touch here. We go straight to the brain center. And shut it down at the source.

That is why Caterina is here. We will need a judge in our pocket, to oversee this unit and make sure that some platitudes are overlooked. Documents get put at the bottom of the stack giving us a few more hours to work.

We will also need a Measure to so we have shock troops, discipline and chain of command.

And a Justicar so we have the intelligence gathering capacity so we are as silent as night approaching after dusk."

He paces the room a few times

"In order to accomplish this i am cashing in my favors. You too will need a significant rise in rank in order to get this accomplished on paper. However if this crazy schemes work, i'm sure we'll be giving more rope to hang ourselves. We will also need a Mercykiller Justicar. One that can be as devoted to the cause as you two are potentially.

What do you two say? Personally, i've always wanted to die on my feet than on my knees. At least then, i can retire saying that i at least i tried."

He turns to the Mover

"Mover, I understand the want to use surgical strikes to bring in a few well known Anarchists but it will do little to solve the problem. It's essentially the same thing we've been doing... and it doesn't work. The people do not fear helping the Revolution because the lawyers and judges will get them out of trouble and keep us from getting too close too fast. They hide behind procedure and due process. In order for this to work, the people need to fear helping the revolution. They need to fear the consequences of their actions. There must be direct, known and proven risk to aiding the Anarchists. We need to set an example for doing so.

It's obvious the Fraternity wishes to stick to their pattern of having us kneel before them to get permissions to act. That needs to stop. If they are not willing to do what is necessary to speed reaction times up for us... then we should act alone."

She turns to address the room.

"We do have the power to do that, Administrator. You forget who it is that actually maintains the peace in this city. We have merely worked within the system to maintain harmony amongst all factions.

We are not acting to remove the factions themselves, no... we all know what prevents that, just a large part of one.

Unless you can give options to expedite reaction time for us, without the hassle of begging the courts for permissions every time we need to act quickly, I don't see what else you could offer."

"You think the other factions will allow this I think that you are wrong. Your support comes from the other two factions in the triad. They will not support something which marginalizes them which is what you wish to do. I would say I would call your bluff but as you are fond of pointing out you do not make the decisions and I think your superiors have the wisdom to see that. As for what I can do to help I would have gladly have joined the proposed task force but not if the cost is being beholden to the Harmonium, the judge in your pocket as the mover said, and I sincerely doubt you will find anyone who is willing to do so on those terms."

"Beholden to the Harmonium? The Fraternity has always demanded the Harmonium be beholden to the Fraternity! We cannot do anything without clearing it by you first, if we do you simply set the prisoner free... and that's how you like things, it's how you maintain control. You demand we enforce the law yet bind our hands when we try. You demand we protect you yet do little to help when we require it. You demand we uphold Law... at the sacrifice of Order.

It is you who demand too much, administrator. It's about time you began to add something more to the pot instead of token aid now and then.

If you would gladly help, as you say you would, then do it. If you haven't the resolve to get this job done... there are other Fraternity members willing to see things through."

"The Harmonium is not beholden to the Fraternity but to the law. Perhaps in other places you are exempt from it but here you are not. If you think that you can find another Fraternity official who will allow you to circumvent the law I wish you luck, but I think in this as with your previous assertion you are sorely mistaken."

That is asking for more than my mere assistance that asking me to be a puppet. I will not be bribed or bullied into that. It is a pity the idea has merit but I am not a Harmonium stooge. If you want my help and cooperation then you should have the decency to to approach me on an equal footing."
