There is a very big difference between IC conflict and bullying. That is why I wanted clarification.

I meant IC bullying of course, and with good and fair reasons not just "I'm evil" or "I want to take on a newbie because I'm lvl 30", but takers collecting taxes where taxed as bullying by some people, same for Harmoniums begin zealous. What I mean, is that we lack IC assholes at the moment that aren't NPCs and from what I've seen every attempt in that direction erupted in an OCC drama and needless PvP instead of generating some good IC drama in the long run.

The problem with IC assholes is that they are (by definition) unpleasant to be around. Especially if you are not okay with them OOC. There are a few solutions I can think of:

A) Mutual consent, negotiated explicitly before a conflict. Establish contact with a player and group of players and ask whether they are fine that your character/group treats them with special derision.
B) Sensible people forced to disagree. The Taker who is collecting taxes and keeping books does not actually have to go out their way to pick a fight. They might even try to help the characters who are failing to pay their taxes (by not doing the harshest possible thing should they fail to pay, for instance). Perhaps they try to explain the purpose of taxation instead of going "I see.. we'll see in court then." *evil sneer, very bad*
C) A premutation of the above: a group robbing a single berk in the Hive. It probably requires a PVP consent to begin with, but instead of being harsh or killing the character, you just demand a small fee and offer to let them go if they cough up the jink. The robbers don't want to kill you for lols or beat you up because they're evil. They just want some easy jink.

Tl;dr: if you're bullying someone IC, make sure you aren't bullying them OOC as well.

Actually, there was a PC Beholder Taker at one point a few months back. I forget what it was that he approached our table for in Khazeet's, but I'm pretty sure we were attempted to be taxed for. . . drinking tea? I can't remember. Takers will tax you for anything, as it should be. It was amusing though. There was IC conflict. Odette told him to shove it. She's not the tax-paying type. Brindas went and paid it behind her back, much to her chagrin. It was fun.

I'm not sure why I'm telling this story, but it seemed to relate.

On my experience conflict only works when both sides are reasonable. And that's a very tall order... hence no-PvP zone (which it by the way wasn't for the first years, rather the problems lead us to make us to force it into no-PvP, including a lynchmob where people tried to force someone out of server). Consent is kind of okay work around, but obviously it comes with its own issues.

IC bullying should also be kept to a reasonable extent in relation to the hows and the whys, so it doesnt get over the lines even if there's no OOC bullying?

It's been said a few times already, but you just can't make people be interested in Factions they don't care about. I can't imagine at this time I'd ever want to play any of the factions to be honest. I've got too much Chaos in my blood to do the Structured faction thing personally. I want to go to other character's faction meetings without actually being in the faction, just because it's weird.

Anyway, you shouldn't leave, Because. That's the really best reason to (not) do anything.

It's been said a few times already, but you just can't make people be interested in Factions they don't care about.  I can't imagine at this time I'd ever want to play any of the factions to be honest.  I've got too much Chaos in my blood to do the Structured faction thing personally.  I want to go to other character's faction meetings without actually being in the faction, just because it's weird.
