Every Fiend being "Pleasure Devil" sounds more like Haven.
I tried to PM to every Event Master, when I was a participant of an event, and either got ignored, or was allowed to betray everyone under a penalty of a perma death.
Only EM Berk allowed me to do something close to evil rp.
Evil Characters

There are plenty of evil characters all over Sigil, some of them are openly evil and some hide it. There is no one way you have to do evil.
A clan of vampires, a group of dragons. Most of the Doomguard are pretty evil. I remember a plot by the Dustmen to poison a bunch of innocents because they needed more bodies. The Gray Vizier played his character a long time before winding up as an outsider criminal type that you know him as now. He used to recruit evil characters in to his crazy schemes to kill gods and undermine the things the goodies were trying to get done. His outlandish open attacks are the result of lengthy RP with DM involvement, he is not some solo villian he made to start fights 'because evil'
He is really doing the thing you are claiming you want, having meaningful RP that leads to CvC. You have to have the meaningful RP first though.
It is true that events and game favor good characters but complaints that you arent allowed to be evil just are not valid. You could build something instead of CvCing. I hate to use myself as an example but we did form up a group with an evil theme and approached a DM about some rotten stuff we wanted to get up to. We are expecting our first DM event this weekend.
Plenty of evil RP you could have gotten in on, or even built something for yourself. It is just that no one was mistaking what you were doing the last few weeks with your slavers as RP, so you feel people do not appreciate evil.
It was very in vogue to be a demon wanting to be good for a while, and just as fashionable to be the goodie dupe who helped save their soul by getting in bed with them. Is it poor RP? I would say yes, but all you can do is treat them like fools IC or cut them out of your game.

Sigil is not predominantly a PvP server. If you're playing Evil just so that you can stick your powerbuilding fingers into peoples RP and kill them for laughs, only to get mad when people start to refuse PvP, you are on the wrong server.

Ask a different EM / DM then. If you keep getting denied, revise what you're basing the plot around. I'm sure your Illithid has other things he's interested in than JUST slavery.

I personally think it is simply bad to judge someone else's rp.
Essentially the question is: who am I to judge somebody else's roleplay?
Only dungeon masters sometimes need to do it and even they, if they are wise, do so as little as possible and with the greatest caution.
So what do you do if you meet an "unlikely" fiend? Make your character react as they would in front of such a strange situation.
If most of my characters saw a fiend acting friendly and pleasant they would probably think or react as if the fiend was simply pretending, in order to lure some poor soul with their wiles.
If the fiend did so with a celestial it must be because there is nothing better a fiend can dream of than corrupting a celestial. So much worse for the celestial who is falling for it.
I doubt there are so many good fiends out there. Perhaps there are some who are a little less deeply evil than the average. So what? It would be a shame if every fiend acted in the same way. Then you would just see copies of the same character all over again. What a monotony!
And even if they are truly good fiends, then, if they are well played and funny to interact with, where is the problem?
I have had very enjoyable rp's with a fiend turned to good who tried to convert my fiend to good as well. Although my (evil) fiend generally reacted negatively, i.e. questioning if those actions were really good and denouncing the hypocrisy behind many good ideals.
On a more mundane server you would have a similar case if you saw an elf being good friends with a halforc. Is he roleplaying a pointy-eared human? Maybe. But maybe he has good reasons to do so, which I don't know. What I know is that my elves would certainly not react positively if they saw such a thing. Non-elves would find it quite awkward and openly say so. That's really the only reasonable thing one can do in such cases.
And, as said in previous posts, if you don't like somebody's rp just avoid them.
In short live and let live and take care to roleplay your own character well, before than worrying about others.

Somehow I guess they counted 1 + 1. Group goes to investigate, finds out it might be certain mindflayer behind it, PvP bait? I mean it's deliberately attacking in a disruptive manner against public, even if by proxy. Why would evil need to be constantly disruptive to everyone elses RP? They do have their own agendas to think about as well.
