I'd be more apt to propose to go in a slaughter the entirety of the hive, place be full of peace afterwards hell could get half of the doomguard to join in on that. Cause seriously its mounting to the only solution soon. *sighs* But no we have image to keep, one full of insanity doing the same thing expecting a different result.

Justice Rozalina would rise from her seat and clear her throat, with a smile that wouldn't reach her eyes,veiled as they usually are.

I am..admittedly,new to the Cage as these things go...but I was under the impression that the difference between the Harmonium, The Fraternity and of course the Mercy Killers is that unlike simple City Guards...Lawyers and Judges and Executioners....We of the Triad view this as a cause, rather than how we make our livings. Of course few of us do our work uncompensated....but I am of the opinion that if you would not be..doing this for free, then perhaps you do not belong."
She would take a moment to look about the room, before continuing.
"My point is thus. If we are Women..and Men,of course of Iron Principle...then it behooves us to remember that in our dealings. To even consider abandoning the Hive is madness. To leave the people there to prey upon one another because the cost of lives and blood is high is weakness. The Harmonium have entire Worlds at their command. The Mercy Killers have our legions as well. Instead of..accusing one another of power grabs, we should remember that not only are we allies...but for the system to work we absolutely depend upon one another. think what you will of your own Factions but in this City each Faction of the Triad is..legally functionally impotent without the cooperation of the others.
I know I for one do not take my vows lightly. I do charity work in the Hive. I run a program to help those who can be rehabilitated forged into ...productive citizens. Under no circumstances will I forsake my oaths and..abandon the people there to their fate...for is Justice not just in punishment,but in shielding the innocent from the Guilty?
There are no fast solutions. Turning the Hive around is the work of..generations, not months...but I am willing to put the time in. It took years to become the place it is now...years of neglect and idiocy and pointless waste and hubris. The people there know they have been all but cast out of society as it goes...they require safety..security...clean water and simple food..education and..opportunity. Although the opinion that they should all simply be..exterminated like vermin has been mentioned...I feel that not only is that an..overly simple solution it is also utterly unrealistic. Kill everyone there and the next wave of dispossessed will end up living in the same place once the bodies have been..removed. Abandon it and the void will be filled...you all know this. Either we seize upon the opportunity to demonstrate that we stand for something real, that we're doing the work that needs doing...Work and Duty both worth standing for, worth fighting for and bleeding for and..most importantly...working for, despite the effort and cost...or we can simply prove the rest of the city right when they call us head smashers on a power trip.
Either way, my Duty is clear,and I intend to continue to see to it."

"Justice Rozalina is quite right about our common goal to Law, as well as the nature of our oaths. It is frequently said that civilians in Sigil know the risks of living here as a means to dismiss their loss. I feel this is a callous untruth, but it is true that we in the Mercykillers- and if I may say so, the Harmonium- knew the risks when we signed on. Its a risk I for one gladly accept if it means a chance to fight back at those that would savage the innocent remain unpunished.
Anyhow, I digress...
Justice Rozalina's point about the common ground brings up another issue we desperately need to sort out; the utter lack of cooperation between the three branches of the Triad. Lets not kid ourselves; ever since the end of the Invasion, we've all been unable to go two steps in any direction without seeing the rest of the Triad question and condemn. Every action has turned into a measure of power and defense against the others perceived attempt to gain it. Even more dire is the willingness of each group to cast these suspicions and accusations publicly, in the face of both rival factions as well as the unaligned. To say that this embarrasses the entirety of our alliance as well as the strength of us individually is an understatement.
I think perhaps it is high time that we discuss the matters between our Orders and clear the air so that they can stop haunting our every move. So that we can leave this meeting and know that the alliance is not just an agreement sitting on some desk, but one that enables us to work together as our namesake; a Triad of Law. "

"My concerns mirror that of Justices Dace and Rozalina. While our philosophies may differ in some areas, our respective orders share a common goal that allows us to cooperate with each other. Unfortunately, there has been more than one occasion where one of the Triad has publicly humiliated another or refused to work alongside each other.
"As it stands, the criminal elements within the city have evolved to a point where they take advantage of the lack of unity between our respective orders. In order to combat this, we as an alliance also have to adapt. I'll cite the Invasion as an example of how our enemies exploited our weaknesses. The situation would have not become so dire had we maintained a healthy amount of cooperation and communication.

Patiently waiting for the conversation to quite down a bit, the one-eyed aasimar finally rose to add to her original statement, addressing all present with a smile... wether she faked it or was honest with it, remains to be seen.
"You must begin to understand that violence will never be a complete solution to the Hive's problem. It hasn't been for the past centuries, it won't be in the coming aeons. To have any chance at succeeding in this ward, we need to change our methods. My suggestion at simply pulling out was perhaps rushed, as your points have made it clear that I was mistaken, so please let me rephrase that idea.
As the Mover pointed out, an occasional march is quite effective at keeping those with a need to fear the Law in check. If we re-organize our outposts, they too can provide a safe haven to those seeking it. But in the long term, this is not a solution, as these are means of violence, not of cooperation and peace.
I still believe that a solution at creating a better Hive is from the ground up. And how? Simple. We offer the people who want a better chance at life education and help to succeed in leaving that place behind. We help them get rid of neighborhood gangs by setting up watches composed of the locals, a sign of trust and mutual cooperation. We use our outposts not as fortified eyes, but as a safe haven for those who seek it. We need to show them our positive side, that we are acting just as much for their safety and well-being as an aristocrat's in the Lady's Ward. Only by slowly improving our image and showing these people the true meaning of 'Peace is our goal' that we will effectively plug the gap that is the Hive's spring of chaos. But that is my opinion, you are all free to disagree if you will."
She then turns to the Mercykiller delegate, a slight frown evident on her expression as her sole eye gazes past Merium.
"Justice is not a means to allow violence and needless destruction; nor is Peace a measure of force. By treating each Hiver as a potential anarchist our devout fanatic of chaos, we are doing little to make them accept the Triad's goal of a law-abiding, peaceful society.
If you wish to better our strained relations, perhaps not using veiled insults against one another in such a meeting would be a good start; nor is decreeing us as weak when our foundation still constitutes the strongest political and military force in the Cage. In that regard, I suggest initiating training programs between both Mercykiller and Harmonium recruits, teaching them how proper protocol and procedure works. A big, city-wide drill if you will... the greenhorn Mercykillers may be given a task to find escaped prisoners played by more experienced factioneers who know how such individuals think; the Harmonium will then assist by providing the warrant means to lock an area down for them to conclude their missions; and so forth. What would you say to that?"

It is this kind of behavior that is one of the reasons behind why tensions are so sour. We also never called the Harmonium weak. Though assuming the Notary simply misspoke and my giving her the benefit of the doubt, I believe she means she is offering the idea of additional training in a joint environment where not all policies mirror. As I don't expect the Triad to be completely standardized to the point that we could swap personnel seamlessly, training to understand how each faction's processes work encourages coordination and cooperation. Those of our order are some of the best trained at catching convicts in the Multiverse, because that is our specialty.
Justice Pinklily's personal opinion aside, the Red Death has no interest in purging the Hive as that would harm innocents. Like Justices Dace and Rozalina said, it would only create a void to be filled by the next wave of anarchy. So not only is it against our beliefs, it is also impractical. We'd be treating the symptom, not the cause. Offering the people of the Hive to be part of a neighborhood watch seems like a nice idea, but it only works if you already have some measure of trust within the community there. There is also the issue that a number of locals are likely in some way affiliated with the gangs, meaning each individual would require background checks in order determine if they are appropriate candidates.
What can be done, however, is do as was previously suggested. Re-organize the outposts strategically and systematically move through the Hive section by section, repairing damages and improving relations through relief efforts such as food, clean water, and other supplies as well as provide training in various trade skills while pushing the gangs out of these controlled sections. Once those sections have established trust with its community, then you can suggest empowering locals as watchmen and instate a hue-and-cry to see how the populace reacts when the gangs make their move. It will take years and resources, but it could work."

“While I have nothing to add to the Hive discussion, I have put a little thought into this part and have come up with a few recommendations.
The first is a cross training program whereas we set up a number of exchanges of manpower between our factions for training purposes. Mercykillers can experience firsthand what Harmonium troops must adhere to, what they must endure and what they must do in their day to day jobs. The same can be said for Harmonium troops. They can experience the day to day operations of the Mercykillers, their tasks, their duties, the things they deal with daily. This immersion into the realm of the other might go a long way in permitting each other to see common ground and have a better understanding of each otherÂ’s realm of influence.
The second recommendation is to expand permissible duties for the troops on the ground. We permit the Harmonium to levee larger fines for more offences on the street level. We give them more leeway in deciding the criminal severity of a crime so that they can more easily deal with everyday situations. This would go a long way in freeing up time in the courts and the prison. Of course, any crime requiring a trial would be handled as usual. In return, we grant the Mercykillers the lawful right to legally detain lawbreakers. What I mean by this is that if a Mercykiller witnesses a crime, they may apprehend the individual and take him to the prison until a Harmonium officer arrives to officially arrest or a period of twelve hours has passed, whichever is first. They will not be permitted to question, interrogate or otherwise interfere with the prisoner. This not only puts more eyes on the street, it frees up more Harmonium to better secure hostile areas.
A third recommendation is to encourage more joint operations. In matters of defense, in matters of investigation, in matters of pursuit and apprehension we encourage better cooperation. In support of this I would recommend a new department in each faction whose purpose is to work to this end. They would be the cooperative bridge between the Triad Factions. They would be even handed and open minded and would work to ensure cooperation is successful.
We could also incorporate the Fraternity into these but IÂ’m afraid few of us are in a position to apprehend armed individuals or operate in a martial setting. Nor do I think either the Harmonium or Mercykillers would care to spend any amount of time wading through the bureaucracy that is the courts. If I am incorrect, I am open to working this out.
