Let us ignore the fact that you have been no less disrespectful about the Fraternity, let us ignore the fact that you have openly stated several times you see no need for my factions existence and I have calmly dealt with your taunts the objections and your veiled threats with calm composure. Let us even ignore the fact that in my role as a useless pencil pusher I have done more in the field risking my life on demon infested primes, helping to coordinate investigations than I have seen you do.

The decision to include your faction rests with the Measure and Mover. I will obey their order but will do so with protest if it involves you personally. After being silent for a moment the measure stares hard at the guvner.
"We respect the law yes because we live in the city, but your not getting what I'm saying. This unit would be best if we all worked together and actually acted for once instead of debating for days and weeks on end. Every minuet we sit here, every second you have stone walled us with your legal righteousness in the past and currently keeps a window for information to leak out. The time to discuss and debate legal rope work is over, the time has come to act, because every second we discuss whats ok and whats not ok increases the chances the revolutionary league can discover our plan. We work with the triad because yes it makes our lives easier but if you think for a moment we are afraid to act with out your consent then you are soley mistaken, the mover may disagree with me but we have proven time and time again we will do what ever it takes to spread our goal of harmony across the universe. In fact, you've fought us at almost every turn when we have tried to take decisive action against the league, I've read many reports when the harmonium had the league in a corner but because of the Guvners strict zealotry of controlling things through their vast knowledge and understanding of Sigilian law we were delayed from delivering swift decisive blows to the league.
The thing is its not just the league as well, the guvners finger tips left smudges on many attempts to stamp out some rather nasty customers in Sigil, especially some old crime syndicates that were allowed to continue far longer then they should have, thanks to the guvners insistance on making sure everything is signed in triplicate".

He then turns to regard Shamus and Cryptbane "You two. Along with Chari, you each will have a squad of about five. A mixture of Harmonium and Mercykillers. Who and what depends on if we choose to go forward"
He then looks at the group "The Mercykiller, as i said we will need a Justicar so we can commandeer some people. They will work in two's and will be responsible for acquiring up to date information as well as reconnaissance.
None you will have an actual increase in rank unless it comes from the top. However as far as carrying out wishes of this unit, you will have an intermediate rank as you'll will be acting on my behalf. Example goes like this. Let's say we need some extra muscle, within the next few hours. I would send either one of you Shamus or Cryptbane to Arcadia or the barracks to pull some men acting as a Mover. That will give you access to the more experienced personnel without drawing any suspicious glances or looks.
This unit will be highly compartmentalized. Only the heads of the three factions will be aware of our actions and our existence. That is to say, if we can get this off the ground.

Measure Cryptbane grinds his teeth for a moment before shakeing his head.
"No sir, as long as its understood that I will not answer to the guvners or the mercykiller, I serve the Harmonium above all and if i feel i need to make a snap decision for the good of the harmonium I, and the men in my unit will do so, I report to you and the other members of rank in the harmonium, second of all I understand that the administrator may be involved but I want her no where near my unit"
