Um, no. Have you actually played one?
Their armor bonus is deflection, which means it doesn't stack, so if you have a 32 charisma add -5 to your bonus.
The saving throw bonus also counts on the item/magic saving throw cap. So you think it's insane, but then you find out many classes and items leave very little room or none at all for the bonus. Spells and items hit the save cap easily without unearthly grace. Class features stack on top of the magic cap, the race feature doesn't.
Their stats are all mental stats except for dexterity. So no they get no attack bonus let alone insane attack bonus, they are made to be casters primarily. Except you have to make the choice to advance charisma or advance your primary casting ability if it isn't cha.
Okay now choose any type of character. Do you want -4 str or -4 cha? Obviously it's easier for everyone to live without cha than live without str. That makes the high str characters extremely powerful. Again nymph has no str at all. How about -4 wis or -4 con? Yes, it's easier for most characters to live without mental ability points.
There is an ECL 2 race called Orog, with +6 str, and +2 cha, it makes a much better choice for your epic divine might builds and can get more power than what a nymph does. Lets say Orog half dragon, +14 str, +2 con, +4 cha, +3 AC and still 1 extra level. Give them blackguard and they have better saves too.
Now instead as nymph you lose 6 levels, all you really have are mental abilities and unearthly grace, you don't even get spell resistance like many other races.
So no, nymph is not overpowered except if you ignore everything else, and certainly not more than high physical ability races.
