Harmonium Meeting

Caterina listens to the statement she then smiles her expression as if she seems to find something faintly ridiculous. By the time the Measure has finished speaking she seems to be trying very hard not to laugh.

Caterina nods and does not seem to have any questions. She takes a few moments to compose herself. She is cool calm and business like again.

"If everyone is on board then I have a suggestion as to how proceed. The anarchists greatest strength is that they are hidden so in order to combat them effectively we need information.

Fortunately we have a start. Measure Chari.

She turns to Chari

"It is Chari isn't it? Sorry its been a long time since you've introduced yourself and I have met a lot of Measure's today.

Measure Chari has diligently gathered a lot of information on the hive including lists of anarchist operatives. I suggest we bring them in and we hold them on whatever we can charge them with.

This will firstly allow us to squeeze them for information and it will secondly decrease the support network of the others. This will force them to react and when they rwact they risk exposing themselves.

"The idea is sound but I would suggest something to expand it.

The Anarchists hide, they hide well. Even when you know a rat lives in your home, even if you know the wall it resides in, you canÂ’t find the damn thingÂ… until it moves. So, I suggest we keep two units as fast moving units, one led by the Harmonium and one led by the Red Death, ready to react at a momentÂ’s notice and a third unit we make the hammer. The hammer would be composed of troopers. Kick in the doors, haul people in the streetsÂ… harass suspected members and supportersÂ… stir the rats nest. The other Anarchists would agitate, they will move to act out at the unit of troopers, and they would be seen by the watchers in the other two groups.

Make them be seen, draw them into the open. Risky for the troopers? Of courseÂ… but one most dedicated Harmonium would volunteer for. I know I would."

Caterina listens and considers. When she speaks her tone is level and not filled with the clear contempt she has reserved for Shamus before. This it seems is a genuine question.

"You are sure this will force them out and not drive them deeper into hiding?"

"It wonÂ’t drive them deeper if you hit the right areas. For exampleÂ… choose a street near the Hive that is on your list of suspects. LetÂ’s say there are eight houses and you know he resides in the 3rd house. You send the troopers in, block off the street and hit all eight houses. March the people in the streets, all of which might be legally held for conspiring with the Anarchists as they should know who resides on the street, and you search all the buildings. You find him and you drag him out of the city.

The Anarchists will not ignore such an assault on them let alone the people the hide amongstÂ… a challenge they wonÂ’t let slide. But the thing to remember is the Trooper unit cannot hideÂ… or fall back into the barracks for extended periods of time or the Anarchists will simply strike out randomly. They need to remain as a target, albeit a moving target.

Move from location to location in a short period of time and theyÂ’ll pour out of the woodwork in response. Once they do that, the other units sweep in, net as many of them as they can, and interrogate them at leisure. I imagine you might be able to shut down scores of cells this way."

"So we will have three squads. One to be led by you, one by the measure and one by (will insert name of mercykiller later).

I will see to it you have the required warrants for search arrest and seizure."She glances around the room.

"Presuming the two officers agree how long will you need to mobilize the manpower you'll need?"

My suggestion is only that, a suggestion. Final approval rests with the Measure and Mover.

Measure Cryptbane nods in agreement.

"Make some noise to scare the rat out of its hole, i've been saying this needs to be done for along time. I will put a squad together and start banging around the hive ward and making some noise making it known we are looking for someone or something, let the rats scurry for a new hole. I will be putting men right into the fire so i will need a sizable group, I will need to outfit them for speed with out sacrificing their defensive or offensive capabilities, if we do this i will need a couple of hours to move among the barracks and pick out only those fit for the job, those I personally know I can trust".

Shamus would nod

"The troops will need to understand that they are being placed directly in harms way. They are the threat and the target. They would need to hit at least three targets to get enough reaction. The other two groups could not immediately act, not until there was a sizable amount of resistance. Then they sweep in and net as many as possible. The troopers fall back and the prisoners are interrogated.

After the action, place the Harmonium on high alert and watch for an expected counter attack by the anarchists. It'll come... but this time we'll expect it. Once the vermin are in the open, they will be no match for us.

Caterina listens it is clear having suggested the idea she understands the Harmonium will know better how to implement it.

She turns to Cass.

"We appear to have reached a consensus Mover. With your approval we can set this in motion."
