Hasclaan takes some notes after the Xaos' and Mauric's speech and he shakes his head in disappointment at the Mercykiller's obvious lack of willingness to follow the rules- after all this was the second time they broke the rules of this gathering- and business has just started.
He listens to the exchange between the Dustmen and the Mercykillers but found nothing worthy to add to his notes so he waits for the others to make their own statements.

He wasn't about to take Charaes recation with any patiance as she mentioned a incident apperntly sensitive to the warlock. He shouted virulently in what seemed as a uncontolöed fit of rage.
"So you took it to your own hand to stipulate a new law due to this incident? Was the Guvners informed? Was it voted upon in the Hall of Speakers? Did you simply saw yourself above the law? That outbreak of petty violence was nothing beyond the daily trivialites. A few streets brawls and a few broken corpses who cares. But if you want a arms race with us you are most welcome to it! Methinks the triad better launch a attack on the Armoury as we speak if the truece agreement is broken. The gears of war will be set in motion the very second we find out the agreement have been nullified rest assured."

Conference room's doors opened, another guest entering the room. Flowing robes of black silk were embroidered with golden symbols, reminiscent of ancient holy runes. Sleeves of the garb were loosely called so, being designed transparent, ending in wrist cuffs of gold. Hair of silvery blond were set in place by bejeweled tiara. Badge of Fated was pinned to thin chain belt.
Blue eyes of drow, cold like icy depth of water elemental, looked through the interior of room. The stare lingered on each participant before Sillxhistraja gave courteous salute to Guvner and took seat near Ra'zeth in tense silence.

"I fear the Doomguards have used the threat of interdiction several times already, proving themselves to be rather fickle and unreliable.
Also I want to remind the delegates that Sigil's laws are not binding outside the Cage- so how Harmonium and Mercykiller troops are supplied and equipped there is the respective faction's own business.
As for the prospects of violence, Doomlord Ashteroth, please remember how it ended the last time."
He pauses, looks at both Doomguards.
" The Doomguards almost had their faction status revoked and they swore an Blood Pact to never instigate a war in Sigil again.
Now that this is said you might also realize why we Guvners worked hard to not let the seriers of assaults on Hardheads to grow into open conflict between the factions. The breach of the Blood Pact might have had consequences that would shake the very foundation of balance in this city, resulting in the loss of a whole Faction.
Please keep this in mind- answering to hostilities is one thing, initiating them something very different.

Emila sits quietly through the shouting and the new arrivals she waits for the silence after Hasclaan finishes speaking to add her thoughts at a slightly lower volume.
"I think if we are to have confidence in each other we must each honour our word. If The Doomguard were given a monopoly on supplying weapons on the cage that should be upheld and if in return they have signed a pact of non aggression they should keep it too. It would seem to me that in this situation the breaking of one would invalidate the other. Far be it from me to talk you all out of war, because each time you all embark on these murderous little orgies we actually do rather well out of it, but I don't think they are bluffing."
She gestures to Hasclaan.
"The Administrator here mentions what happened last time The Doomguard went to war with The Harmonium. I am not sure that is as helpful as he thinks. For a start he is threatening The Doomguard with destruction which I doubt deters them much, secondly he displays The Triad's willingness to simply bully other Faction's through force of arms when we criticize their actions. Honour the law and honour the promises your Factions made to The Doomguard and they will have no resort to break the promises they made to you. And if you cannot honour those promises offer them some form of compensation and a new agreement.
I have something I would suggest later that would see an increase in the responsibilities of some Factions but I would like to see this put to rest first."
