“Ladies and gentlemen of the council, Mr. Speaker, I believe we have found compromise that will permit us to move this motion forward and still keep grounds for the law to be upheld in this city.
On the matter of Faction permissions on entry to Faction territories to investigate or enforce the law by the Triad.
I propose that this should be granted on the following grounds. Each faction would choose one member from their ranks to be an official liaison for that Faction. This person would be handpicked by their Factol to be the person that the Triad would see if entry to the Faction property, on an official level, was required. This person would spend a short time training in understanding basic law under the Fraternity so that they may know the law in order to make quick decisions for their faction as required. Should the Triad, or any faction for that matter, require access to that property, this person, or their Factol by default, would quickly give the officers a yes or no based on the evidence at hand. Should they refuse permission, the matter would be taken to an open Fraternity hearing and the decision of the court would be final. Thus, the factions have the authority they need to deny entry without due process or cooperation should it be required. No other Faction member, other than the Factol, could overrule this members decision without it going to a Fraternity court.
On the matter of requiring cooperation from faction members for crimes committed on Faction property, we agree with this term. Much can be gained by working alongside the faction where the event took place. This cooperation will be beneficial to both the Triad and to overall relations. This cooperation is only required for crimes committed from within these properties.
On the matter of unaffiliated citizens conducting official Faction business. In this regard, we suggest that factions would require contracts, with a definite beginning and end, to be in place in order to fulfil the mandates given them. No citizen should do the work of a Factionary without a contract of some sort being in place. This would prevent abuses by both unaffiliated people and those with expired contracts.
In the matter of uniforms off duty, I believe that this should be dropped from the legislation. It is an aspect that we can encourage through dialog and training and not legislation.
I believe this compromise will enable us to all work together, to give the Triad the tools they require to enforce the law in this city and the give all the Factions the Autonomy required to manage their own properties through collaboration and cooperation. It allows privacy for the Factions but also gives the courts the ability to do as required if the grounds exist. At the very least it gives the Factions a say and the means to defend their rights without having them first trampled upon.
As a rider, this should only apply to factions with a legal Faction property that can be verified by the courts and a legal Factol to sign the legislation. This is to prevent the Revolutionary League from exploiting the law to their own ends.
A short debate should commence followed by a vote.

Garen simply sits and watches the debate. Once and a while he checks his pocket watch or quietly converses with the other Bureau Chiefs. He then gets a look in his eye, the look that he has just thought of something, and quickly writes something down on a piece of paper. He hands it to an Aide to deliver it as required and waits. Within moments, Factor Ta'kan receives it.

The construct continues to transcribe all that is said as the Signer looked around the room, after there was a pause of votes and the hushed conversations took over for a while, until he addressed everyone.
"Four out of twelve factions present has voted for the motion, what say the rest of you?"
The Signers gaze passed the Athar representatives, to the almost empty section of Bleak Cabal, pausing for a moment to the debating Doomguard. Soon the gaze continued onto the Dustmen, and to the Harmonium whom had remained unexpectedly impassionate this day. Soon the gaze was cast at the Society of Sensation, then the Ciphers who generally take no time to think but then inaction is also an action. Lastly to the mismatched bunch of Xaositects whom could be found a little all around, one of whom was infact at that time making himself comfortable among the Fated.
Doomguard a doomlord ranked man gets up after a prolonged chatter, a wry grin on his face.
"The Doomguard agrees to these terms."
This seems to cause suspicious muttering among the remaining factions and more than one pair of squinted eyes is cast at them.
Xaositect representative jumps up among the Fated, causing annoyed grunts and mutters among the people taking the politics more seriously. The Signer speaker expresses calmly "If the Xaositect would return to their designated seats..." but the said scrawny man wearing only a very transparent gown on him didn't heed it as he withdrew a handful of dice and a parchment - better not to know where he withdrew them, the results of the dice are quickly cross referenced on the handwritten paper lists to verify results. With this the Xaositect exclaims elatedly and sashays to the center to speak much to everyones displeasure.
The revealing gown left little to be concealed, and the man certainly was no eye-candy. More than enough scoffs were given and most of the words went to deaf ears, since why'd a Xaositect be worthwhile listening in politics? "Dear everyone! The Fraternity of Chaos welcomes you to an alternative solution! As our prophecy" waving the handwritten note "has foretold, it's truly a magnificent time for us all to join the Bleak Cabal and together we can all not care!" taps the top of his head as if remembering something "Except next week, because I have shite to do, you know? As for this current vote, the Xaositects of Sensation are against. Because of the divinesending!"
Needless to say, other factions remained unimpressed. Xaositects elsewhere in the room both booed and cheered at it enthusiastically, after this the Xaositect speaker got seated. Though were quickly silenced as the Sign of One speaker demanded it.

Ember nods to the Mover -- but turns around to look upon the crowd as she raises an eyebrow, showing a bit of confusion as to why she's now speaking for the whole faction. Still, she does not ask questions. Instead, she looks back upon the crowd, waiting until the Xaositects are done.
