Chari points to a lot of color coded dots on the map that are simply inked in houses. They are quite numerous on the map. Each dot has a corresponding number, numerically that increases. In total there are three red dots. Eight blue dots and six green dots. These are in addition to lines showing patrol routes and orange markings for outposts .
"Here. The red dots are known Anarchist hideouts. The green dots are known dens of criminal activity. And the blue dots are suspected Anarchist and criminal hideouts. Each number on the dots have their corresponding intelligence reports." She motions to a stack of papers on her left

The door opens and Julius Ahestes enters the room while the mover is still speaking.
He stays silent to not interrupt, giving a salute as a greeting but waiting to be adressed. This is not his show, he is there to support, to be justice sword once again.
His boots are stained with soot and red dust and a spot on his tunic clearly is dried blood, his hair unruly and he smells faintly of sulfur.
Against his usual habit he wears his battered faction badge openly on the chest. Calmly he looks over the group, his face not showing if he recognizes one of those present or not then turns his attention to the map.
Looking at the map he squints his eyes, trying to estimate the distance between the spots and the potential reaction times should the anarchists move to support each other.

Caterina looks over at Julius as he comes in and back to Cass as he speaks.
"I have spent what I hesitate to call the better part of this meeting pointing out the Harmonium's role here is to enforce the law. So I understand that you will know how better to carry out this bit of the operation than I would. Rest assured I will do my job your men will have full legal clearence for this and when you bring our targets in, however much force you decide between yourselves to bring them in I will make sure the prosecution against them is water tight so as to better ensure their cooperation.
If you wish a properganda coup and something to sell this to the brass though I suggest once we have carried out the arrests you have someone "leak" the details of the arrest of the biggest name in this list to SIGIS and we have them do the exaggerating for us. They're better at it.
If I could have a copy of the minutes of this meeting please and a copy of the information. I have a rather long list
of charges to draft whilst your men prepare and discuss stratergy.

If the measure agrees, I will be part of the combat squad who confronts the anarchists head on, either inside or outside the target dwelling, as I am a soldier... sneaking about quietly is not my forte. My boot is more comfortable kicking in a door than it is sneaking up on a target.
We'll need military support on these actions anyhow. If anyone thinks the Anarchists are going to come quietly... they are mistaken. I am, however, sure we'll not be needed until the invading unit has already penetrated the safehouse.

"I see there is a raid being planned... in one of the most problematic areas of Sigil.
So I want to remind you of the seventh tenet of Justice."
He pauses for a moment before reciting it.
"I will be diligent in my pursuit of the guilty, and
while so engaged I will remain innocent of any
wrongdoing in the eyes of others."
He lets this words sink in before adding: "This gives us great flexibility to deal with suituations and adapt quickly to hostile situations. If used in responsible ways- and sparingly- it might further our cause greatly."
Turning to adress Caterina he continues: "Is is possible to give the Harmonium troopers the same freedom during this raid? Perhaps by assigning a Mercykiller to each squad?"
He looks at the Hardheads again:" That is.. if the Harmonium whishes to make use of this offer."

"You mean to perform a sumary execution should the situation arise? I will remind you that the purpose of this exercise is to gather information and dead anarchusts do not yield much of that. I should also point out that the Harmonium legally may respond with lethal force should their lives be threatened in the course of duty.

The seventh tenet frees us Mercykillers from the consequences of breaking laws ourselves as long as it is done while we are hunting down someone in the name of Justice.
For example if a convict hides in a friend's house I do not need a warrant to kick down the door, beat the guards senseless and drag that lowlife's sorry ass back into prison. I cannot be hold responsible for the destruction of private property, trespassing, heavy assault et cetera... because what I did I did to serve Justice.
This is the freedom I am talking about. But with it comes great responsibility as it can be easily abused."

The Harmonium will defend themselves and those they ally with, alongside any innocents, by any and all means necessary. This is our right, both morally and lawfully.
That being said, we are to capture as many of these vermin as absolutely possible. We are also to make some of the captures public knowledge through... information leaks in an effort to agitate and pinpoint other anarchists.
A Mercykiller in every squad would be a preferable thing, if only to further show the cooperation and resolve of the Triad.

"I will assign my squad to cooperate with you. It is up to you to fit my people into your squads and I will remind them to be... cooperative and approachable.
I also suggest that those squads serching houses have some dogs and their handlers assigned to them. Hiding from eyes and ears is one thing.. fooling a sharp nose something different."
